The Ministry of Education and Training has just issued a draft to amend and supplement a number of articles of the Regulations on high school graduation exams issued together with Circular No. 15/2020/TT-BGDDT dated May 26, 2020, amended and supplemented by Circular 05/2021/TT-BGDDT dated March 12, 2021 and Circular 06/2023/TT-BGDDT dated March 24, 2023 of the Minister of Education and Training.
Accordingly, many provisions are adjusted to facilitate candidates to register for exams, especially independent candidates to get university admission results.

Accordingly, the draft regulation stipulates that the 2023 high school graduation exam will consist of 5 exams, including 3 independent exams: Math, Literature, Foreign Language (English, Russian, French, Chinese, German, Japanese and Korean) and a combined exam of Natural Sciences (abbreviated as KHTN) including the components of Physics, Chemistry, Biology or a combined exam of Social Sciences (abbreviated as KHXH) including the components of History, Geography, Civic Education for candidates studying the general education program at high school level or the components of History, Geography for candidates studying the continuing education program at high school level.
The draft proposes: “For the combined exam, candidates can only register for one combined exam or component subjects in the same combined exam (for independent candidates).
Candidates can register to take a foreign language exam other than the foreign language they are studying at high school; candidates who are continuing education students can register to take a foreign language exam to get the results for university and college admission.”
The draft also stipulates that candidates will only take the first and/or second component of the combined exam. After collecting the exam paper, candidates will leave the exam room and move to the waiting room until the end of the exam time for the last exam subject before leaving the exam site.
During the process of moving to the exit waiting room and during the time in the exit waiting room, candidates must maintain order and strictly comply with the instructions of the supervisor or the manager of the waiting room/waiting area.
In case of necessity, candidates may only leave the waiting room with permission from the waiting room manager and must be under the supervision of the invigilator when outside the waiting room;
Meanwhile, candidates who are only taking the second and/or third component exam in the combined exam must be present at the place where candidates are called to enter the exam room at least 10 minutes before the exam paper is distributed to prepare. If candidates arrive earlier (15 minutes or more before the exam paper is distributed), they must wait in the waiting room.
Candidates only take the first and third component exams in the combined exam: Immediately after the end of the first component exam, candidates must remain seated, maintain order, place the Multiple Choice Answer Sheet so that the filled-in answer part is face down on the table at the candidate's seat, and keep the Multiple Choice Answer Sheet during the entire waiting time for the next component exam.
