This afternoon (October 31), continuing the 8th session, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Health Insurance (HI).
Delegate Tran Thi Thu Hang (Dak Nong delegation) said that the current Law on Health Insurance and the draft law on amendments and supplements have many regulations related to health insurance for students.
The implementation of the regulations has raised a number of issues that need to be studied, including schools being assigned to collect health insurance premiums from students.

According to delegate Hang, some teachers and education managers reflected that being assigned this task was really a pressure for teachers. In addition to propaganda, they had to beg parents to buy health insurance for their children, which took a lot of their time and affected their psychology.
Not to mention that if the target is not met, it will also affect the evaluation, classification, emulation and rewards. There may even be unnecessary conflicts between teachers and parents; or parents are late in paying, leading to not being able to buy health insurance in time, affecting the rights of students.
"Many parents are still unclear about the regulations on buying health insurance for students. They think that schools sell it for profit and commission, which has a certain impact on buying health insurance in the educational environment," said delegate Hang.
In order for teachers to focus on teaching, delegates proposed to study, evaluate, and amend the regulation to remove the school's collection of health insurance premiums from students. Instead, this task is assigned to local authorities and insurance agencies. Schools are only responsible for providing a list of students and promoting the rights of students when purchasing health insurance.
Delegate Hang also said that although the law has detailed regulations on issues related to students participating in purchasing health insurance, the implementation has not been strict due to many subjective and objective reasons. Therefore, this time, the amendment and supplement of the law needs to continue to review the existing problems to make appropriate regulations.
Along with that, research is being done on a plan for students to participate in family health insurance. In this way, students will receive both state support and deductions from their contributions in order, increasing the level of support from the budget.
Increase support for health insurance premiums for students
Delegate Nguyen Thi Thu Dung (Thai Binh delegation), expressed the hope that the National Assembly would pass the draft Law at this Session so that the Law would soon come into effect, in sync with the Law on Medical Examination and Treatment. Thereby, promptly removing and resolving inadequacies and problems arising in practice, ensuring the rights of health insurance participants as well as the rights of medical examination and treatment facilities.

Concerned about the regulation on health insurance participants being students, the delegates proposed to increase the support level to 50% and pay according to the educational and training institution without allowing them to choose the form of payment. This will lead to the remaining 2.8% of students who have not participated to participate in health insurance.
Regarding the use of the health insurance fund in Article 35 of the draft Law, the delegate proposed to increase the proportion for medical examination and treatment. The delegate analyzed that, in principle, the health insurance fund is a short-term fund, with revenue collected each year and expenditures made the same year, leaving only a surplus to cover the following year and supplement the shortage in the health insurance fund.
According to the report of the Ministry of Health, the reserve fund is currently accumulating nearly 50% of the annual medical examination and treatment fund without any measures to regulate the allocation from the beginning of the year for medical examination and treatment expenses or to increase benefits and levels of benefits. If the reserve fund continues to be at least 5%, it is very high and may cause difficulties in the source of medical examination and treatment expenses for the people. Therefore, the delegate said that it is necessary to calculate specifically how much reserve is appropriate for the pillow when it has not been collected yet.

Concerned about the goal of achieving universal health insurance coverage soon, delegate Chau Quynh Dao (Kien Giang delegation) gave comments on the issue of health insurance participants for students.
The delegate proposed to abolish point d, clause 6, Article 13 of the draft Law: "In case the subjects participating in health insurance are specified in clause 4, Article 12, and at the same time, the subjects specified in point a, clause 5, Article 12 of this Law are required to choose according to the appropriate payment subject", meaning that the draft Law opens up for children to pay according to the group of subjects of households or students at school.
The delegate said that the contribution rate for students is equal to 4.6% of the basic salary. And the majority of voters said that the contribution rate is still high compared to their income. Therefore, delegate Chau Quynh Dao hopes that the Drafting Committee will consider keeping it according to the current regulations. At the same time, she recommended that the State continue to increase the minimum State budget support level to 50% for students participating in health insurance.
Because this is one of the very important premises towards achieving the goal of universal health insurance coverage. Along with that, it is necessary to add the group of households escaping poverty to the list of households receiving support from the State budget.
