Kinhtedothi - On the morning of February 7, Lao Cai Provincial People's Committee held a regular meeting for February 2025.
Speaking at the opening of the meeting, comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee, requested that from the first months of 2025 and throughout the year, the provincial departments, branches, sectors and localities and units need to focus on implementing a number of key contents: carefully preparing for the organization of Party Congresses at all levels for the 2025 - 2030 term; continuing to carry out the work of arranging and streamlining the organizational apparatus in the province; focusing on effectively implementing solutions to achieve the economic growth target in 2025 (GRDP 2025 over 9.5% according to the Government Resolution assigned to localities); paying attention to and focusing on implementing well the social security work, solving social issues (especially housing, employment, clean water, etc.); ensuring national defense and security, social order and safety, and strengthening foreign affairs activities.
The Chairman of the Provincial People's Committee requested delegates to proactively exchange and discuss the contents and areas facing difficulties and problems in their sectors and units and to put forward initiatives, recommendations and proposals.
According to the report, the socio-economic situation in January 2025 in the province continued to achieve positive results: agricultural, forestry and fishery production was stable, localities were focusing on implementing spring crop production to ensure the season. Industrial production activities remained relatively stable, with the production value in January 2025 estimated at 2,713 billion VND.
Trade and service activities were vibrant; goods on the market were diverse and abundant; prices of basic goods were stable. Total retail sales of goods and service revenue in January were estimated at VND3,500 billion, up 1.4% over the same period last year.
The number of tourists to Lao Cai increased sharply during the holidays, reaching nearly 820,000 visitors in January 2025, an increase of 56% over the same period in 2024. Total revenue from tourists reached about 2,732 billion VND, an increase of 10.8% over the previous month.
Customs clearance of goods in the first month of 2025 at Kim Thanh International Road Border Gate No. II was smooth; there was no congestion; the number of vehicles clearing customs at the border gate maintained an average of over 390 vehicles/day.
At the international railway station border gate, customs clearance activities are maintained with 2-3 departure and arrival trains/day.
The total value of import and export, purchase and sale, and exchange of goods through border gates in January 2025 is estimated at nearly 185 million USD, a slight decrease compared to the same period in 2024.
By the end of December 2024, the disbursement rate of Lao Cai province reached 95% of the plan, ranking first among localities in disbursement according to the Prime Minister's decision. The 2025 investment plan is being implemented according to the proposed content; by January 31, 2025, the disbursement value reached 563 billion VND, equal to 10% of the plan.
State budget revenue in the province has been boosted since the beginning of the year; by the end of January 2025, it reached 1,289 billion VND, equal to 13% of the central budget estimate, equal to 8% of the provincial People's Committee budget estimate, equal to 137% of the same period. The consumer price index (CPI) in Lao Cai in January 2025 increased by 0.89% compared to the previous month and increased by 2.6% compared to the same month last year.
Healthcare and social security work has been focused on and implemented effectively; poverty reduction has achieved good results. Organizing well the work of visiting and giving Tet gifts to policy families, meritorious people, families in difficult circumstances, social subjects, units on duty during Tet, and local people according to plan with 5,730 gifts/more than 2.23 billion VND.
National defense, political security are stable, social order and safety are ensured. Foreign relations are maintained; government building and administrative reform have achieved many good results.
According to the meeting agenda, leaders of provincial departments and branches reported on the progress of drafting legal documents of the province; contents to be noted when new legal documents of the Central and the province are newly issued or about to take effect; results of implementing 10 key tasks of Lao Cai province in 2025; work to eliminate temporary houses, dilapidated houses and overcome housing damage caused by storm No. 3; disbursement of capital investment plan for basic construction in the province.
Entering the discussion, the Chairmen of the People's Committees of districts, towns and cities reported on the progress of implementation, difficulties and obstacles in implementing key projects in the locality such as: 500 kV Lao Cai - Vinh Yen transmission line, Lao Cai - Hanoi - Hai Phong standard gauge railway, relocation of Dong Pho Moi Industrial Park, establishment of Thong Nhat 1 Industrial Cluster; building a local economic growth scenario; focusing on implementing 10 key tasks of Lao Cai province...
At the same time, propose a number of contents related to compensation and site clearance; land; implementation of Project 86 on land management originating from state-owned farms and forestry farms; prioritizing resources and allocating funds for localities to speed up the implementation of a number of projects; decentralizing and delegating powers so that localities can proactively implement projects; provincial departments and branches guide localities in managing and handling public assets, mineral work, eliminating temporary houses, dilapidated houses, etc.
Concluding the meeting, Chairman of the Provincial People's Committee Trinh Xuan Truong said that 2025 is a very important year and that this is the year of greatest opportunity for Lao Cai in more than 30 years since the re-establishment of the province. Therefore, it is necessary to change the way of directing and managing socio-economic development to keep up with the directions and messages of the Party and State leaders. The goal for 2025 is very high, requiring all levels, sectors and localities to "respond quickly, have new thinking, proactive advice, drastic implementation and active coordination".
He emphasized the need to closely follow the resolutions, regulations and conclusions of the Central Committee, the Government and the Prime Minister to implement them in the province. Prepare conditions to well organize the Party Congresses at all levels for the 2025-2030 term; ensure the completion of the merger of provincial departments, branches and sectors in March 2025, carry out personnel work and review and complete regulations on the functions and tasks of agencies and units after the merger; provide guidance on contents related to the organization, streamlining of the apparatus, regimes and policies.
The Chairman of the Provincial People's Committee requested to effectively implement the 10 key tasks of the province in 2025; study new ways to achieve the growth targets assigned by the Government and the Provincial People's Council; continue to pay attention to implementing key projects, site clearance, regular expenditures, new rural construction, eliminating temporary and dilapidated houses, healthcare, education, digital transformation, administrative reform, foreign affairs... Both managing and leading; must truly contribute to the common cause to firmly step into the new era, the era of national advancement.
