Many tasks of the Provincial Steering Committee for the implementation of social insurance policies

Specifically, the province strives to have 125,588 people participating in compulsory social insurance, 39,000 people participating in voluntary social insurance; 1,815,470/1,910,985 people have health insurance cards, health insurance coverage accounts for 95% of the population. The provincial steering committee strengthens advice to local Party committees and authorities to include social insurance and health insurance targets in the annual socio-economic development plan. Honor and reward units that have well implemented social insurance and health insurance policies and laws for 3 consecutive years and honor communes, wards and towns that have achieved health insurance coverage of over 95% of the population. Strengthen the steering committee and sign plans to coordinate policy communication, especially communication at grassroots Party committee meetings. To increase the number of participants, from the province to the grassroots level, review and make lists, develop scenarios for developing participants. The provincial steering committee organizes delegations to monitor the implementation of policies in localities; Strengthen inspection, urge debt collection, overcome the situation of evasion of payment of social insurance, health insurance, unemployment insurance.

Evaluating the results of 2024, Deputy Head of the Steering Committee, Vice Chairman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy praised the participation of the entire political system, so the development of social insurance and health insurance achieved many results. The rate of universal health insurance coverage reached 93%; the rate of compulsory social insurance and voluntary social insurance participants, the amount of money collected, and debt reduction all met and exceeded the target. The reform of administrative procedures and the application of information technology had many good results; the settlement and payment of social insurance and health insurance regimes and policies were fully and promptly implemented, ensuring social security.

To promote the achieved results and promptly overcome shortcomings and limitations, and strive to achieve the targets for 2025, the provincial steering committee requires continuing to closely follow and seriously implement the key tasks in the 2025 action plan; urge and monitor the progress of implementing targets in localities; coordinate with departments, branches, sectors, and mass organizations to implement policies. Step up propaganda and dissemination of policies and laws on social insurance and health insurance to employers, employees, students, and the people.

Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy proposed: The provincial Social Insurance - the Standing agency assisting the Provincial Steering Committee in coordinating with specialized agencies to advise, guide and synchronously deploy solutions to develop social insurance and health insurance participants; collect and handle debts, expand the service organization network system; advise the Party Committee and authorities to assign targets to commune-level localities, service organizations and collection staff. Coordinate with the Department of Health to effectively manage and use the allocated health insurance examination and treatment fund; improve the quality of medical examination and treatment, ensuring the health care rights of the people. Promote the role of the social insurance, health insurance and unemployment insurance debt collection team; take measures to strictly handle units that deliberately evade payment, misappropriate, and owe insurance funds for a long time, affecting the rights of workers and organizations and individuals who abuse and profit from the social insurance and health insurance funds.

Timely advise the steering committee to organize inspections and monitor the implementation of social insurance and health insurance policies in the area. The Department of Education and Training, principals of universities and colleges coordinate with the Social Insurance to develop plans and implementation solutions, ensuring that by 2025, 100% of students participate in health insurance and the card is valid continuously for 12 months of the year. The Department of Health coordinates with the Department of Ethnic Minorities and Religions, the Department of Finance and related units to research and advise the Provincial People's Committee to submit to the Provincial People's Council a resolution to support additional health insurance premiums for ethnic minorities living in difficult areas.

People's Committees of districts, towns and cities include social insurance and health insurance targets in the annual socio-economic development plan; assign quarterly targets for developing voluntary social insurance and health insurance participants to People's Committees of districts/communes; associations, unions and socio-political organizations. Completing the targets for developing social insurance and health insurance participants is considered an important political task of Party committees and authorities at all levels.

The Provincial Steering Committee recommends that the Vietnam Fatherland Front Committee, associations, unions, and socio-political organizations at all levels include the content of monitoring the implementation of social insurance, health insurance, and unemployment insurance policies of localities in the annual monitoring plan of the unit. Strengthen advocacy and call for financial support for purchasing health insurance and socialized sources of fees to support a part of the health insurance premium for disadvantaged groups. Continue to launch a movement of exemplary union members to propagate and mobilize relatives to participate in voluntary social insurance and family health insurance.
