Checking many luxury apartments in District 4 (HCMC), police discovered many foreigners using drugs and not registering for temporary or permanent residence.
On September 13, District 4 Police said that recently, the unit has repeatedly inspected high-rise apartment buildings and discovered many cases of security and order violations. Among them are many drug cases.
Most recently, at around 8:45 p.m. on May 15, the police received a report from two motorbike taxi drivers who were picking up an order at the V.D. apartment building (Ben Van Don Street, Ward 1, District 4) to deliver. The two drivers checked before transporting and discovered two packages inside (one package containing three nylon bags containing 12.78 grams of marijuana and one package containing two nylon bags containing 11.049 grams of marijuana).
During the investigation, the police arrested LBD (born in 1988) and RR (born in 1995, both South African nationals). During the search, the police seized an additional 68.72 grams of marijuana along with many related objects and documents. To date, the police have prosecuted and detained LBD and RR for "Buying, selling and organizing illegal use of drugs".
Also in May 2024, the police inspected an apartment on the 15th floor of TG apartment building (Ben Van Don street), discovered 4 people: NTTX (born in 1991), TTCH (born in 2000), NDT (born in 1999), KJ (born in 1993, Singaporean nationality) and seized 0.7137 grams of Ketamine and a plastic plate with Ketamine stuck on it.
A quick test showed that all four people tested positive for drugs. Searching NTTX’s residence, the police seized more drugs. Through investigation, the police initiated the temporary detention of NTTX and TTCH.
Previously, at noon on March 24, the police also inspected an apartment in TG apartment building (Ben Van Don street). In the apartment, there were JGJ (born in 1999) and KJ (born in 2000, both Taiwanese - Chinese nationals) but they had not registered their residence. During the inspection, the police discovered a substance suspected to be Ketamine in the house.
Checking another apartment, the police discovered LY (born in 1980, Taiwanese - Chinese nationality). Through a quick test, the police determined that all 3 were positive for drugs. Through investigation, the police prosecuted and detained JGJ for "Organizing illegal use of drugs". As for the foreigners who tested positive for drugs, the District 4 Police reported to the Ho Chi Minh City Police Department to deport them back to their home country.
In the first 8 months of 2024, District 4 Police prosecuted 8 cases with 15 people for acts of storing, trading, and organizing illegal use of drugs.
Most of the defendants have criminal records and use many tricks to deal with the police, causing many difficulties in detection, arrest and handling.
