Continuing the 8th Session, on October 26, the National Assembly spent the whole working day discussing in groups, assessing the results of the implementation of the 2024 socio-economic development plan; the projected 2025 socio-economic development plan; the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee.
At the same time, the National Assembly discussed the implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan in 2025; some contents on adjusting and supplementing the state budget estimate; the policy of adjusting the national land use planning for the 2021-2030 period, with a vision to 2050...
Overcoming shortcomings of the real estate and housing market
Speaking at the discussion session of group 13 (including the National Assembly delegations of Hau Giang, Dak Lak, Lang Son and Bac Ninh provinces), National Assembly Chairman Tran Thanh Man stated that the results of the thematic supervision of "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" of the National Assembly showed many issues that need to be overcome in the coming time.
Specifically, the gap between housing prices and people's income is still too large, the average housing price is 25 times the average income per capita of people in urban areas. "Currently, we do not lack housing, there is a lot of supply, there is demand, but the ability to pay of home buyers is difficult" - said the Chairman of the National Assembly.
According to National Assembly Chairman Tran Thanh Man, the real estate supply is abundant, but the structure of real estate products is unreasonable. At the end of 2023, for the apartment segment, the market has almost no affordable apartment projects (under 25 million/m2). Along with that are issues of credit provision for the real estate market, bond issuance by real estate enterprises, social housing development, etc.
Regarding specific solutions, the National Assembly Chairman suggested that it is necessary to prevent the downward trend of the real estate market, combined with good control of the number of newly built houses...
Prioritize policies to support the housing market
Discussing in groups, Chairman of the National Assembly's Economic Committee Vu Hong Thanh (National Assembly Delegation of Quang Ninh Province) said that the real estate market has shown signs of recovery but there are still difficulties, especially in the process and procedures for developing social housing projects. Apartment prices, including social housing in some areas, have increased dramatically due to scarce supply and an imbalanced product structure in the market, leading to difficulties for people to access social housing.
Therefore, National Assembly delegates proposed that the Government strengthen management and supervision of the stock market and real estate market along with solutions to stabilize and promote market development, strengthening investor confidence.
Sharing the same view, National Assembly delegate Ha Sy Dong (National Assembly delegation of Quang Tri province) emphasized that the real estate market continues to face difficulties, especially in the affordable housing segment. Housing prices in central areas of Hanoi have increased dramatically due to limited supply, making it difficult for many people with real needs to access housing.
Delegates recommended that the National Assembly prioritize policies to support the housing market and resolve legal issues to promote supply development.
Regarding institutions, delegates highly agreed with the assessment that institutions are currently the biggest “bottleneck” in economic development. Many issues such as the Land Law have not yet reached the expected progress, affecting real estate development and investment demand in the commercial housing market...
