Ms. Dam Ngoc Hoa, Deputy Director of the Provincial Cultural Center, said: The activities of bringing culture to the grassroots and focusing on the grassroots are focused on by the Cultural sector to enrich the spiritual and cultural life of people in rural and mountainous areas, contributing to perfecting cultural criteria in the criteria for building advanced new rural areas and model new rural areas in localities. To carry out this task, the Provincial Cultural Center has had many solutions to ensure practical and effective implementation.

In order to improve the quality and effectiveness of grassroots cultural activities, with its functions and tasks, the Provincial Cultural Center has developed a plan to organize annual performances, festivals, and mass art exchanges, creating a healthy playground for local art nuclei, promoting the mass cultural and art movement. Festival and exchange programs that have left an impression on the hearts of art lovers and local people are: Mass Art Festival 2023 at Thuy Dinh stage, Hoa Lu Ancient Town; Ninh Binh Province Elderly Singing Festival 2023; Art exchange program to celebrate the 1,055th anniversary of Dai Co Viet State and Hoa Lu Festival 2023; Festival of amateur traditional art clubs in Ninh Binh province in 2023... To participate in performances, festivals, and exchanges, art clubs in localities have actively practiced, selected good performances, positive factors, and created a vibrant and joyful atmosphere at cultural houses in villages and hamlets.

Ms. Hoang Thi Thuan, the performing arts team of the Lien Son Commune Elderly Association (Gia Vien) excitedly shared: 2023 is a year of joy and meaning for the performing arts team of the Commune Elderly Association when we practiced and participated in the Elderly Singing Festival at the district and provincial levels and won high prizes, were selected by the Provincial Elderly Association to participate in the Elderly Singing Festival of provinces and cities in the Northern region and won the B prize.

In order to have outstanding performances at festivals, performances, and exchanges, in addition to the efforts of clubs and art troupes , there is also the dedication and responsibility of each individual - the core of the art in the localities. The activities of teaching and training traditional art forms such as hat van, hat cheo, using traditional musical instruments, etc. are focused on by the Provincial Cultural Center. The Center has invited highly qualified lecturers, especially artisans and artists from Ninh Binh Cheo Theater, to come directly to the localities to teach. Within a period of 10-15 days, with appropriate lesson plans, training courses have trained and fostered the core team of art at the establishments in ancient cheo melodies, modified cheo, hat van, using zither, flute, two-stringed fiddle, drum, etc. In 2023, there were 3 training courses, teaching and transmitting cheo singing, hat xam singing and using traditional musical instruments held in Hoa Lu, Yen Khanh and Gia Vien districts.

An activity that the Provincial Cultural Center also focuses on in its efforts to bring culture to the grassroots is film screening, especially mobile film screening in rural and mountainous areas in the province. In 2023, the Center organized 432 mobile film screenings to serve cadres and people of communes and agencies and units in need. The 4 film screenings were organized to promote major anniversaries of the country and the province such as: Film screening to celebrate the 48th anniversary of the Liberation of the South and National Reunification; Film screening to celebrate the 69th anniversary of the Dien Bien Phu Victory Day; Film screening to respond to the Month of Action for Children in 2023 and towards the 76th anniversary of War Invalids and Martyrs Day; Film screening to celebrate the 78th anniversary of the August Revolution and National Day September 2; Film screenings serve officials and people of Hoa Lu, Nho Quan, Yen Mo, Yen Khanh, Kim Son, Gia Vien districts, Tam Diep city, Ninh Binh city...

Ms. Nguyen Thi Minh, Khanh Cuong Commune Cheo Club (Yen Khanh) expressed: In 2023, Khanh Cuong Commune Cheo Club participated in many performances and mass art exchanges, thereby creating motivation for the Club to actively practice to have good performances, performing for local people inside and outside the district to enjoy. We hope that the province, district and the Department of Culture will continue to pay attention to organizing many exchange programs, performances, and festivals so that clubs can exchange and share experiences, together preserve, conserve, and promote the traditional art of the nation...

In recent years, the province's attention to the cultural sector has been clearly demonstrated through policies and guidelines, through the completion of the system of cultural and sports institutions from the province to the grassroots level. Up to now, the whole province has 142/143 communes, wards and towns with cultural houses, reaching 99.30%; 1,609/1,679 residential areas, reaching 95.83% of residential areas have cultural houses attached to sports grounds, meeting the needs of organizing political activities, organizing cultural, artistic, sports and entertainment activities of the people. The whole province currently has 2 provincial-level clubs, 181 district-level clubs and 837 mass art groups, teams and groups, 670 grassroots sports clubs.

To improve the quality and effectiveness of activities to bring culture to the grassroots, according to Ms. Dam Ngoc Hoa, Deputy Director of the Provincial Cultural Center: In 2024, the Provincial Cultural Center will continue to coordinate with localities to promote the organization of training courses, improve the effectiveness of traditional art clubs for grassroots cultural units. At the same time, maintain the activities of the unit's traditional art club to serve as a standard model for guiding grassroots activities. In addition, continue to have specific plans to organize festivals, performances, mass art exchanges... to arouse the creativity, passion, enthusiasm and responsibility of the art cores for activities at the grassroots. Thereby contributing to the development of the mass cultural and artistic movement in localities in the province, enriching the spiritual and cultural life of people in rural and mountainous areas.
