Many difficulties in building high-tech agricultural areas

Developing high-tech agriculture (CNC) is considered an inevitable trend in agricultural production. In the province, enterprises, cooperatives, and people have initially applied CNC in production, forming CNC-applied enterprises and emerging effective CNC-applied agricultural production areas. However, in the face of existing "barriers", it is necessary to join hands to remove them from departments, branches, localities, and production entities.

According to Plan 260/KH-UBND, dated November 7, 2022 of the Provincial People's Committee on developing CNC and smart agriculture; forming specialized areas for large-scale, high-quality commodity production and developing value chains from production to processing and consumption in Thanh Hoa province, in the period of 2022-2030, departments, branches and localities in the province have focused on and encouraged economic sectors to apply CNC in agricultural production. Thereby, by July 2024, large-scale agricultural production areas applying CNC have been formed in the province, such as: 75 thousand hectares of rice area, 18 thousand hectares of concentrated fruit tree area, 20 thousand hectares of corn area, 14.3 thousand hectares of vegetable area planted/year, 16.5 thousand hectares of raw sugarcane area, 6.5 thousand hectares of green hemp area... However, the actual production shows that the application of CNC in agricultural production in our province is still modest.

Mr. Nguyen Xuan Thien, Director of Thien Truong 36 CNC Agricultural Trading Service Company Limited (Dong Son), said: “As a pioneer enterprise applying CNC to agricultural production, we realize that applying CNC requires large investment capital and high-quality human resources. In particular, to build an agricultural production area applying CNC, it is necessary to accumulate and concentrate a large enough land area and a team of qualified producers with a passion for agriculture. At the same time, there must be a leading enterprise to lead and support farmers in applying CNC. Although the difficulties have been identified and tens of billions of VND have been invested to improve production efficiency, the company has not been able to realize the goal of becoming a CNC application enterprise of the province.”

It is known that currently, Thien Truong 36 CNC Agricultural Trading Service Company Limited has carried out land consolidation by renting, contracting and cooperating with local farmers to contribute land for production. At the same time, it supports and guides people to apply new technologies and techniques in production. Currently, on an area of ​​more than 23 hectares of the company, there are more than 6 hectares of greenhouses, net houses and 16 hectares of safe organic vegetable, root and fruit production (of which, more than 2,000m2 are produced in the direction of hydroponics). At the same time, it spreads the movement of developing CNC agriculture in the locality. Accordingly, in Dong Tien commune, there is a HappyFarm ecological agricultural cooperative with an area of ​​more than 10 hectares and dozens of households are gradually applying CNC in production.

According to statistics from the Department of Agriculture and Rural Development, the province currently has only 2 enterprises certified as CNC agricultural enterprises, namely Phong Cach Moi Construction and Trading Joint Stock Company (Quang Xuong) with an area of ​​2.8 hectares and Thong Nhat Thanh Hoa Dairy Cow One Member Co., Ltd. (Yen Dinh) with a scale of 8,000 cows. Along with that, the province has 150 agricultural cooperatives, farms and farming households applying CNC applications in the production process. In addition, to support the development of CNC agriculture in a synchronous manner, the province has supported the development of research units and the development of high-quality seed sources, such as: 2 tissue culture units for disease-free propagation; complete construction of processes and applications on the production area of ​​smart rice adapting to climate change and vegetables of all kinds; application and transfer of water-saving irrigation technology (spray irrigation, drip irrigation, seepage irrigation...) for safe vegetables, fruit trees and intensive sugarcane areas; Developing livestock farming areas in the direction of VietGAP, applying automatic and semi-automatic technology and forming VietGAP aquaculture areas reaching 930 hectares...

In Report No. 3573/SNN&PTNT-VP on the development of CNC agriculture in Thanh Hoa province, the Department of Agriculture and Rural Development pointed out that the construction of CNC agricultural production areas in the province is facing many difficulties, such as: initial investment costs to build systems and purchase CNC equipment that businesses, cooperatives, and producers find difficult to implement; due to land accumulation and infrastructure in rural areas still having many shortcomings; labor quality in the agricultural sector is low compared to the requirements of development and integration... Therefore, to overcome difficulties and promote CNC application in agricultural production, Thanh Hoa province is deploying and implementing programs, plans, projects on CNC agricultural development; promoting CNC agricultural development, researching and putting into production plant and animal varieties with high productivity, quality, and efficiency, and researching and applying technology to produce plant and animal protection products.

Along with that, localities need to promote land accumulation and concentration, forming large model fields to encourage people and businesses to expand production, build farms, apply CNC in agricultural production; build application models, transfer scientific and technological advances to effectively apply in practice to replicate the model among the people.
