Identifying challenges in practical implementation
Master Pham Phu Duc - Deputy General Director of Danang Construction Design Consulting Joint Stock Company (CDC Danang) shared that, spanning the roadmap of BIM application from 2016 to present, the period 2023 - 2025 is an important milestone when applying Decision No. 258/QD-TTg dated March 17, 2023 on mandatory application of BIM for level I and II works of new construction investment projects using public investment capital, foreign capital invested in public investment and investment under the public-private partnership method to start carrying out project preparation work.
However, Mr. Pham Phu Duc acknowledged that there are 5 difficulties and challenges for design consulting units: investment costs, legal basis, project value, human resources and unfair competition. In particular, investment costs are very large, with initial investments such as software and human resources.
In addition, to successfully apply BIM, enterprises must create value and income. If the project value is not enough, it will hinder the development of BIM. In addition, human resources lack experience and capacity, and cannot meet market demand.
Unfair competition is currently the most pressing issue for contractors. The criteria for evaluating BIM capacity in bidding are sometimes unclear or do not truly reflect the capabilities of participating units, reducing fair competition. The appraisal and acceptance process based on BIM models has not been standardized, making it difficult to check and detect errors, affecting the quality of the project.
"Because there is no regulation on the classification of BIM training program certification certificates, there is a lack of basis for assessing the capacity and experience of enterprises. Therefore, when bidding, there is a situation of "leveling" and general assessment among the participating parties. In essence, this is unfair when enterprises spend a lot of money on training personnel and transferring technology" - Mr. Pham Phu Duc said.
In addition, leaders of some enterprises added that although BIM is being encouraged to be applied, many bidding packages have introduced "strange" criteria that are not included in the regulations, or have not been approved by the investment decision maker. Master Tran Van Tam - Director of IDECO Vietnam Joint Stock Company said that many contractors have not provided a complete BEP (BIM Execution Plan) or a standard BIM model right from the design stage, leading to difficulties in implementing the next stages. The appraisal and acceptance process based on the BIM model has not been standardized, causing difficulties in checking and detecting errors, affecting the quality of the project.
Experts say that in recent years, awareness of BIM has increased significantly, especially among large construction companies, contractors and large investors. BIM is considered a tool to help optimize design, minimize errors during construction, and improve project management efficiency. However, small and medium-sized companies, subcontractors and small-scale projects have not yet implemented BIM strongly.

The technology pillar is the core of BIM, it is necessary to clearly define the goal of applying BIM to the project, evaluate internal capacity, select optimal technology and proceed with implementation, put the selected goals and technology into the BIM implementation plan.
The process is the operating framework, the general recommendation is to enhance coordination between parties, ensure synchronous and accurate information and establish standardized and flexible processes. People are the core element of BIM, it is necessary to build a highly specialized team, create a professional BIM environment, promote a culture of innovation and ensure appropriate resources for projects.
In addition, it is necessary to support policies to become a foundation to promote the development of BIM. State management agencies need to promote the development of a clear legal framework (issuing national BIM standards, issuing BIM implementation guidelines), encouraging businesses to apply BIM such as providing support and tax incentives; investing in shared technology infrastructure; providing technical support, improving BIM capacity.
Master Tran Van Tam acknowledged that the application of BIM in the design phase still has some limitations such as: the coordination between design and BIM is still overlapping; models and paper documents are not unified; exchange through the common data environment is still limited; the work of evaluating documents on BIM is not focused on.
Master Tran Van Tam recommends that BIM consulting and design should be one contractor, if there is a joint venture, there must be close coordination. Competent authorities need to issue regulations, standards and regulations related to BIM application; develop plans and frameworks for BIM application training programs to raise awareness for relevant subjects; there should be a mechanism to research and encourage the creation of Vietnamese technology products in accordance with domestic regulations and contribute to reducing product costs and ensuring national data security.
