On October 11, the Ho Chi Minh City Department of Education and Training announced that it has decided to support tuition fees for the 2024-2025 school year for primary school students at private schools in areas where there are not enough public schools.

Specifically, the support level for group 1 is 60,000 VND/month/student, group 2 is 30,000 VND/month/student.
Group 1 includes students in Thu Duc City and Districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Go Vap, Binh Thanh, Tan Binh, Tan Phu, Phu Nhuan, Binh Tan. Group 2 includes students in Binh Chanh, Hoc Mon, Cu Chi, Nha Be districts.
The Department of Education and Training requires the People's Committees of districts/cities to determine information about students studying at schools with decisions on establishment, decisions on permission to operate, decisions on recognition of principals (vice principals) of primary schools and multi-level schools (with primary level), and private schools with sufficient legal basis.
This year, primary school tuition fees for schools that do not cover regular expenses in Ho Chi Minh City for group 1 students are 60,000 VND/month, group 2 is 30,000 VND/month. 5-year-old preschool children are exempt from tuition fees from the 2024-2025 school year and secondary school students are exempt from tuition fees from the 2025-2026 school year (effective from September 1, 2025).
In addition to tuition fees, students also pay 9 school service fees approved by the Ho Chi Minh City People's Council and 17 other fees, depending on the level of education according to regulations of the Department of Education and Training.
The 2023-2024 school year is the first year to implement tuition support for private primary school students in areas without enough public primary schools in accordance with Resolution No. 05/2023 of the City People's Council. In total, the city has 147 wards, communes and towns identified as not having enough public primary schools.
