Huong Hoa is a mountainous, border district with nearly 50% of the population being ethnic minorities, the lives of the people here are still difficult. Identifying population and development work as one of the important tasks, the District Health Center (CHC) has actively advised the District People's Committee to strengthen the Steering Committee for population and development work in the district; issued documents directing the strengthening of population work in the new situation.
Promote the implementation of projects and programs on improving population quality, direct the implementation of building and maintaining a model of villages with no third or more children. Strengthen communication activities on mass media with diverse content and forms of communication.
At the same time, promote propaganda and direct mobilization in the community through the population staff. Thanks to that, it has strongly changed people's awareness and behavior in implementing population and development policies in mountainous districts.
The integrated communication campaign to provide population and family planning services to communes with high birth rates, high birth rates of third children or more, and communes in difficult areas is an important solution contributing to the successful implementation of the goal of reducing births, stabilizing population size, and improving population quality.
In 2024 alone, health stations in the district have effectively implemented the campaign, especially including pre-marital health consultation service packages and fetal defect screening and detection service packages in the campaign's goals.
The results achieved were quite high compared to the set plan, in which, long-term contraceptive measures reached 114%, short-term measures reached 99.3%, gynecological examination reached 82.9%, treatment reached 60%, pre-marital counseling reached 100%, prenatal and newborn screening counseling reached 97.2%.
The district health center also actively coordinates with departments, branches and organizations to implement programs and projects to improve population quality such as: model of villages with no third or more children; control of gender imbalance at birth; health care for the elderly; counseling and pre-marital health check-ups; improving population quality for ethnic minorities (National target program for socio-economic development in ethnic minority and mountainous areas; Project for prenatal and newborn screening).
Thematic talks are carried out regularly and effectively, such as: organizing seminars to disseminate legal regulations and the current situation, causes and consequences of gender imbalance at birth for young men and women and couples of childbearing age. Communicating about population policy, reproductive health care and family planning in communes in particularly difficult areas with the participation of hundreds of couples of childbearing age. Consulting and health check-ups for the elderly.
Organize many conferences to propagate the State's policies and laws on population for representatives of departments, village and hamlet organizations, prestigious people in the community and participating couples...
Ms. Phan Thi Thu Thao, a population officer of Huc commune, shared: “We always stick to the grassroots to propagate and mobilize people to effectively implement policies and guidelines on population and development. In addition, we always maintain the provision of contraceptives and family planning services for free according to regulations. At the same time, we promote and expand the socialization of providing contraceptives, family planning goods and services, and reproductive health to the people.”
With the joint efforts of the population staff, the coordination of departments, branches, organizations and the active response of the people, population work in general and projects to improve population quality in particular in Huong Hoa district have achieved remarkable results. In 2024 alone, the birth rate reached 17‰; the sex ratio at birth was 107.8 boys/100 girls; the results of implementing the targets of modern contraceptive methods reached 136.6% compared to the plan...
In addition to the achieved results, Huong Hoa still faces some difficulties and limitations such as: the birth rate of the third child or more is still high (29.46% in 2024), thereby encountering many difficulties in mobilizing and launching the model of villages with no people giving birth to the third child or more. Some contraceptive methods are still lacking, so they have not been provided to the people...
To improve the quality of population in the coming time of Huong Hoa district, Head of the Department of Population - Health Education and Communication, Huong Hoa District Health Center Hoang Thi Phuong Nhi said: According to the plan, the district continues to strengthen the leadership of Party committees and authorities at all levels in population and development work. Strengthen the network and innovate the method of providing family planning services to contribute to the good implementation of population policy.
Promote communication and education with appropriate forms and contents for all classes of people. Strengthen inter-sectoral coordination to effectively implement activities related to population and development.
At the same time, well implement models and projects to improve population quality. By well implementing the above solutions, by 2025 the district will stabilize population size, maintain a reasonable birth rate, reduce the birth rate of the third child or more, control the growth rate of the sex ratio at birth at a balanced level, gradually improve population quality, contributing to completing the socio-economic development targets of the district".
