Many solutions to support businesses

In recent times, the province has had many mechanisms and policies to support businesses; however, many businesses are still facing difficulties and even having to dissolve. Many businesses in the province want more practical support solutions.

Quang Ninh currently has over 11,000 enterprises generating tax revenue and operating. According to the report of the Provincial People's Committee, in the first 6 months of 2024, 1,150 enterprises registered to temporarily suspend operations, an increase of 16.1% over the same period; 116 enterprises dissolved, an increase of 21.3% over the same period in 2024. It is forecasted that in the last 6 months of 2024, the number of enterprises temporarily suspending operations and leaving the market will still increase.

To accompany and support businesses, the Department of Planning and Investment has advised the Provincial People's Committee to submit to the Provincial Party Committee to issue Action Program No. 41-CT/TU (dated June 27, 2024) on implementing Resolution No. 41-NQ/TW (dated October 10, 2023) of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period; advised the Provincial People's Committee to issue Plan No. 152/KH-UBND (dated June 17, 2024) on supporting small and medium enterprises in the province for the period 2024-2026.

In particular, on July 1, 2024, the Provincial People's Committee issued Decision No. 1919/QD-UBND approving the Project on enterprise development, creative startups and key product development, and brand building of the province by 2025, with a vision to 2030. Accordingly, the Project has set out specific tasks and solutions, in which it strives to have 80% of arising recommendations resolved within the quarter; problems beyond the authority are summarized and reported to competent authorities according to regulations; strive to announce the results of digital transformation implementation in all fields by the end of 2024, especially those serving the people.

The Provincial People's Committee has just organized a Business Coffee program with the theme "Policy dialogue, removing obstacles for businesses" (May 5, 2024), directly listening to businesses reflect on difficulties and obstacles in implementing regulations issued by the province in the past time. The province is preparing the content to organize a meeting with businesses in August 2024, with the purpose of exchanging and resolving obstacles and difficulties of businesses; sharing and receiving proposals and initiatives from the business community to improve the investment and business environment.

Also in May 2024, the Provincial People's Committee organized the opening of the "Startup, Innovation and Digital Transformation Support" Center, with the function of providing space, utilities, and facilities to serve community support activities, businesses in general, and start-ups in particular; receiving and developing initiatives and practical experiments, organizing idea competitions, community service initiatives...

In the coming time, the Provincial Business Association will propose to the Provincial People's Committee to propose solutions to support businesses, such as: Strengthening the settlement of administrative procedures for businesses; issuing documents to supplement, amend or cancel documents, policies and mechanisms with many problems, especially in the tourism sector; having policies to support loans at commercial banks in the province. The Association will continue to coordinate with Viettel Quang Ninh and VNPT Quang Ninh to promote, guide and support businesses in digital transformation.

The Department of Science and Technology is implementing the science and technology task "Researching and proposing solutions to promote and enhance digital transformation capacity for small and medium enterprises in Quang Ninh province"; expected to be accepted in November 2024, including the product being a support policy on digital transformation for small and medium enterprises in the province.

With practical support solutions from the province, departments, branches and sectors in the province, it is hoped that businesses will reduce difficulties, thereby improving productivity, quality and efficiency, contributing to improving the competitiveness of the economy.
