According to the general assessment of the Steering Committee for Administrative Reform (PAR), Digital Transformation and Project 06 of Lam Dong province (referred to as the Steering Committee), in 2024, Project 06 continues to receive close and drastic direction from the Provincial Party Committee, Provincial People's Committee, Steering Committee and agencies, units and localities in the province, demonstrating high political determination, promoting proactiveness and creativity in implementation, and performing well the tasks set out according to the roadmap.

Notably, the values ​​of Project 06 will be affirmed for people and businesses in 2024 in various fields. Specifically, regarding the group of utilities serving the provision of public services, agencies, units and localities continue to exempt and reduce fees for providing online public services according to Resolution No. 142 of the Lam Dong Provincial People's Council; which stipulates a 20% reduction in fees and charges when citizens complete online applications. More than 100 administrative procedures (TTHC) will be cut and people and organizations will not be required to submit or present household registration books, temporary residence books, or documents certified by the locality of residence based on the application, authentication, and sharing of the national database (CSDLQG) on population, identification and electronic authentication of the Ministry of Public Security on the National Public Service Portal, the information system for handling administrative procedures at the ministerial and provincial levels.

The province has deployed 1,251 online public services. During the period, 633,428 online records were received and processed (reaching 95.43%, an increase of 25% over the same period in 2023). 100% of administrative procedures implementing online payment have generated online transactions. The province has provided 471 public services eligible to be put on the full public service and 780 partially online public services.

During the period, the locality strictly implemented the reporting and explanation of the head, apologized to the people and businesses and promptly remedied cases of officials, civil servants and public employees who had harassing and negative behaviors, causing additional administrative procedures and documents that were not in accordance with regulations. According to the assessment of the Government Office for the "Set of indexes for serving people and businesses in implementing administrative procedures and providing public services", Lam Dong province always maintained a high rating of 17.5/18 points.

As a result of the work of digitizing records and handling administrative procedures, localities have linked the digitization of records, documents, and results of administrative procedure settlement with the process of receiving and handling digitized administrative procedures shared from national databases and specialized databases according to regulations. The rate of digitized administrative procedure records and settlement results in the province reached 84.34%. The rate of settled records provided with both electronic copies and legal values ​​reached 89.28%. Up to now, 7,466 digital certificates and digital signatures have been issued to organizations and individuals.

In 2024, the results of implementing 11 essential public services in the Public Security, received and resolved over 15,358,383 online records, reaching 99.66% of the total number of records received. Particularly, the implementation of 12 essential public services of departments, branches and sectors, received and resolved 15,982 online records, reaching a rate of over 84%. From September 6, 2024, the upgrading and putting into operation of the interconnection process of 2 groups of administrative procedures for birth and death registration has been completed.

For the group of utilities serving socio-economic development, the locality has also increased the application of utilities of Project 06 to serve the legitimate interests of citizens, socio-economic development, and crime prevention and control in various fields. Notably, in the fields of health and insurance, the use of CCCD cards instead of health insurance cards in medical examination and treatment at 100% of medical facilities has continued. To date, the total number of lookups using CCCD cards when going to health insurance examination and treatment is over 3.1 million times...

Along with that, the registration of residence via the VNeID application has been deployed for 100% of accommodation establishments and medical examination and treatment establishments in the whole province, contributing to improving the effectiveness of state management of security and order. At the same time, the collection of lump-sum tax for business households and individuals doing business via the electronic tax application (eTax Mobile) has been deployed, bringing in nearly 6.3 billion VND to the state budget; electronic invoices with codes of tax authorities generated from cash registers have been deployed for 172 petroleum enterprises, 3 commercial centers, 27 enterprises and 79 business households and individuals doing retail business of consumer goods; contributing to preventing tax losses, collecting budget and creating a favorable and transparent business environment for taxpayers. In the field of transportation, the use of VNeID instead of physical ID cards for passengers taking domestic flights has been continued, contributing to creating convenience for people not having to present ID cards or ID cards. Non-cash payments and online payments via the National Public Service Portal are high. Non-cash social security payments, one-time subsidies, and one-time unemployment insurance subsidies reach rates of nearly 70% - 100%.

During the period, the locality also received over 70,202 ID card applications; over 1.4 million CCCD applications and over 1.2 million electronic identification accounts, activating nearly 950 thousand accounts. Of which, CCCD was received and issued to 8,538 eligible students to participate in the 2024 High School Graduation Exam. Collected and updated the residential information of 24,666 students (100%). At the same time, over 1.3 million electronic health records of people were created (97.6%)...

According to the Steering Committee's assessment, many utilities of Project 06, population data, identification cards, CCCD, electronic identification have been increasingly applied in practice to serve the legitimate interests of citizens, contributing to the socio-economic development of the locality. Not only that, in the process of implementing Project 06, Lam Dong has had innovative and creative ways, suitable to the practical situation and promoting effectiveness in the locality. In addition to the pilot models deployed by the Government Working Group, the locality has researched and deployed the Pilot Model "Support for online driver's license exchange for people at medical examination and treatment facilities of units in the Lam Dong Health Sector", people can register for online driver's license exchange when having a health check-up right at medical examination and treatment facilities, helping people conveniently and without incurring any additional costs.
