On the morning of May 25, Chairman of the Finance and Budget Committee, Deputy Head of the National Assembly's Supervisory Delegation Le Quang Manh presented a report on the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023.
One of the notable contents in the report is the progress of important national projects.
The projects include: Long Thanh Airport Project; North-South Expressway Projects in the East phase 2017 - 2020 and 2021 - 2025; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project - Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1.
These are projects whose investment policies have been decided by the National Assembly to promote the implementation of one of the three breakthroughs of the 10-year Socio-Economic Development Strategy 2021-2030 on infrastructure construction.

According to Mr. Manh, the Prime Minister has established a State Steering Committee for important national projects and works, key to the transport sector, to resolve and remove many difficulties and obstacles in implementation.
Although the progress of project implementation has not yet met the Government's requirements, it has been significantly shortened compared to previous implementation.
However, the progress of completing some projects is still slow compared to the requirements in the National Assembly Resolutions. Some projects are expected to increase the total investment, leading to the need to adjust the project investment policy.
Some projects are divided into component projects operated independently by different localities. This causes difficulties in harmonizing, coordinating, and balancing the total investment between the component projects.
In addition, many projects do not ensure long-term vision, leading to adjustments during implementation; some newly completed projects put into operation in a short time have had to propose expansion investment.
The report also pointed out that land acquisition, compensation, support and resettlement are still delayed, affecting the progress of construction works. Some projects during construction and installation lack waste material storage areas, affecting the natural living environment.
Many projects have been completed and put into operation but have not been invested in synchronously with rest stops and intelligent transportation systems (ITS), causing difficulties for traffic participants and potential risks of traffic accidents.
Faced with this situation, the National Assembly's Supervisory Delegation pointed out that there were many objective reasons. For example, the COVID-19 pandemic that lasted nearly 2 years had a major impact, slowing down construction progress; Geopolitical conflicts in the world caused fuel and raw material prices to increase beyond expectations.
In addition, some component projects invested under the public-private partnership method under the Project to build some sections of the North-South Expressway in the East in the period of 2017-2020, during the implementation process, due to the inability to select investors, had to report to the National Assembly and the National Assembly Standing Committee for permission to convert to the form of public investment, leading to a prolongation of the implementation time.
However, the report also emphasized the subjective causes leading to the above shortcomings. In particular, investment preparation work is still passive and not close to reality; there are still shortcomings in the work of establishing, appraising, approving designs, estimates and construction of some investors, consulting units and contractors.
Many agencies have not implemented resolutely, and there is still a situation of avoiding responsibility.
In some localities, compensation, support and resettlement work to recover land for projects is still slow. Or local authorities are not determined and proactive; the construction of resettlement areas is slow, so the implementation progress has not met the set plan, greatly affecting the progress of construction and completion of projects.
After the report of the National Assembly Supervisory Delegation, Delegate Nguyen Quang Huan (National Assembly Delegation of Binh Duong Province) expressed his opinion: The report is very comprehensive and voluminous. However, it is still necessary to analyze more clearly the slow disbursement progress, clearly indicating the causes of the above situation.
" If we can clearly identify each reason for the slow disbursement progress, we can come up with more specific solutions ," said Mr. Huan.
