Faced with the above urgent water shortage, on April 23, the Provincial People's Committee issued a document assigning the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment, relevant agencies and units to review the content of the proposal of the Duc Trong District People's Committee and enterprises, and urgently report and propose to the Provincial People's Committee before May 9.

• BUSINESSES CRY FOR LACK OF WATER FOR PRODUCTION

According to the leader of Trinh Nhi Agricultural Products Investment and Production Joint Stock Company (Phu Hoi Industrial Park), this is currently the peak season for harvesting agricultural products - input materials for manufacturing factories.

Based on customer orders, on average each month the Company plans to purchase about 600 tons of raw vegetables and fruits from contracted farmers, requiring 150 - 200 ^m3 of water per day and night to serve production activities.

Meanwhile, the water source for production in the Industrial Park is seriously lacking, which risks causing great damage to the Company, such as: agricultural products being damaged due to the inability to purchase according to plan from farmers; stagnant production and business plans; increased production costs; reduced labor productivity; damage to pumping equipment and boilers; loss of customers due to failure to ensure progress and quality of goods...

Agricultural production companies need large water resources but the supply is not enough.

Not only Trinh Nhi Agricultural Investment and Production Joint Stock Company has to face the shortage of water for production during the peak of the dry season, but other enterprises in Phu Hoi Industrial Park, such as: Hikari Da Lat Joint Stock Company, Truong Hoang Lam Dong Company Limited, AGRIEX Company Limited, Lam Dong Agricultural Supply Company Limited (Japan), Nanogen Lam Dong Company are also in the same situation.

Representatives of the companies have just sent a document to the leaders of the Provincial People's Committee as well as related units requesting early attention and a final solution to the water supply problem for enterprises in Phu Hoi Industrial Park. In addition, there should be urgent measures to overcome the current water shortage situation and a long-term plan to solve the problem of stable water sources so that enterprises can maintain and continue production and business activities.

The amount of water that Duc Trong Water Supply and Construction Joint Stock Company produces and sells to businesses in Phu Hoi Industrial Park is not enough to meet demand.

Previously, in August 2024, many enterprises in Phu Hoi Industrial Park also reported the lack of water for production, affecting production and business activities and causing damage to enterprises. After that, the situation improved temporarily but not significantly.

Since the end of 2024, the water shortage has become more serious, and businesses in Phu Hoi Industrial Park have continuously suffered from water shortages. Currently, the input water flow only fluctuates around 40 - 60 m3/day and night, not enough to meet the needs of production, cleaning machinery and equipment, washing raw vegetables and fruits, causing production activities to be interrupted.

The temporary solution applied by many companies in Phu Hoi Industrial Park is to proactively reserve water resources in tanks to reduce the risk of sudden water shortages, but this also increases production costs.

Not only businesses lack water for production, the source of domestic water for people is also in shortage.

• GROUNDWATER RESOURCES ARE DECREASING SHARPLY

According to the People's Committee of Duc Trong district, currently, the water supply plant of Duc Trong Water Supply and Construction Joint Stock Company is providing clean water to residents in Lien Nghia town, Phu Hoi commune, Lien Hiep commune and serving the production and business activities of Phu Hoi Industrial Park with a total permitted exploitation capacity of 4,250 m3/day and night from underground water sources with 6 drilled wells.

Every year, during the rainy season, the Company’s water plant operates at maximum capacity according to its exploitation license, but there is still not enough water to supply for the daily life of residents and production and business activities of enterprises in the district. During the dry season, the underground water source in Lam Dong province often decreases significantly, so the plant can only exploit and produce about 1/3 of its capacity.

The above situation has affected the lives of residents in Lien Nghia town, some neighboring communes and greatly affected the production and business activities of enterprises in Phu Hoi Industrial Park.

According to the People's Committee of Duc Trong district, the reason is that recently the climate has changed complicatedly, leading to the situation of drought in the underground water wells of people in the district in particular and Lam Dong province in general, and the wells cannot be used. Meanwhile, the demand for clean water of the people has increased, especially in the dry season, leading to an increasingly large shortage of clean water. Meanwhile, the maximum groundwater exploitation flow of the current well system cannot ensure to serve the daily needs of residents and production and business of enterprises.

Enterprises in Phu Hoi Industrial Park petitioned authorities to urgently resolve the water shortage, which has greatly affected production and business activities.

To overcome the above situation, the Phu Hoi Industrial Park Water Supply Project and the adjacent residential area have had an investment policy according to Decision No. 1641/QD-UBND dated October 10, 2024 of the Lam Dong Provincial People's Committee. However, after 6 changes in investment policy, the Project is still facing many difficulties in the implementation process.

The land plot allocated for the implementation of the Project does not have a frontage adjacent to the traffic infrastructure (there is no road leading to the land plot), so it cannot be connected to the existing technical infrastructure of the industrial park to serve the operation of the factory when making detailed plans and implementing the project. In addition, the area of ​​the above land plot is 3,800 m2, which does not ensure the minimum area for project implementation.

Lam Dong Province Industrial Park Management Board and Loc Son - Phu Hoi Industrial Park Infrastructure Development Company have agreed in principle to lease land with an area of ​​11,158 m2 to Duc Trong Water Supply and Construction Joint Stock Company to invest in the project of building a water plant in Phu Hoi Industrial Park with a capacity of 9,900 m3/day and night.

However, currently, land allocation for the project is facing difficulties because the zoning plan of Phu Hoi Industrial Park has only completed the planning task approval phase and is in the process of building the planning project, so the completion time is still long.

Therefore, Duc Trong Water Supply and Construction Joint Stock Company proposes to request a temporary solution of purchasing clean water from Thuy Thien Phu An Company Limited until the completion of the Phu Hoi Industrial Park Water Supply Project and the adjacent residential area.

Currently, Thuy Thien Phu An Company Limited has completed the relevant legal documents and procedures regarding land, construction, environment, surface water exploitation license... However, the Provincial People's Committee has not yet approved the water price.

Regarding the above petition, Duc Trong District People's Committee has issued a document requesting Lam Dong Provincial People's Committee and the Steering Committee for Safe Water Supply and Prevention of Water Loss and Revenue Loss of Lam Dong Province to consider and temporarily agree to allow Duc Trong Water Supply and Construction Joint Stock Company to purchase wholesale domestic water from the water plant of Thuy Thien Phu An Company Limited (in an emergency manner) until the completion of the Project.
