In recent times, Binh Thuan has implemented policies from the Central Government to promote the development of the collective economic sector. These include policies on training and fostering human resources, trade promotion, application of science, technology, credit policies, etc.
From training…
It is estimated that by the end of 2024, the whole province will have 227 cooperatives, of which the agricultural sector accounts for the majority with 166 cooperatives. The activities of new-style cooperatives not only focus on economic efficiency but also focus on solving social problems, serving production needs, promoting household economic development, solving employment, and increasing income for people. For the agricultural sector, jointly implementing joint purchasing activities through cooperatives helps members to be provided with services and input materials at reasonable prices and guaranteed quality, thereby reducing production costs. Product quality will be uniform and selling prices will be more stable, making it easier to find consumption partners. Cooperatives have also contributed to improving production capacity for members through disseminating production techniques and technologies, applying new science and technology, to develop products in depth, gradually forming production and consumption links, and increasing the value of agricultural products.
This result is thanks to the province's many preferential policies for the cooperative economic sector. Since the beginning of the year, the Provincial Cooperative Union has consulted and supported the establishment of 6 new cooperatives, and is expected to establish 10 cooperatives by the end of the year, reaching 100% of the plan. In addition, in order to improve the capacity of the staff and management of workers of cooperatives in the province, the Provincial Cooperative Union has organized propaganda on policies and laws on cooperative economic sectors, the Cooperative Law 2023 for many union members, youth, members of the Association of Former Youth Volunteers, members of the Women's Union, and Farmers' Association; organized many training courses to improve skills and expertise for managers, members, and workers working at cooperatives. In addition, the Provincial People's Committee has directed departments and branches to implement Directive No. 19/CT-TTg on promoting digital transformation in the cooperative economic sector and cooperatives. The Department of Agriculture and Rural Development has introduced and installed the COOP application to promote digital transformation for agricultural cooperatives; provided a number of digital platforms to promote agricultural and rural tourism (special pages, Facebook, YouTube, TikTok, Zalo, Viber...). The Department of Industry and Trade has supported the listing of 16 provincial cooperatives on the e-commerce platform of the industry and trade sector of the three provinces of Lam Dong - Ninh Thuan - Binh Thuan. At the same time, the Provincial Cooperative Union coordinated to organize a thematic conference on digital transformation solutions in the credit sector for more than 100 delegates from people's credit funds in the province.
To expand the market
In particular, the policy of supporting cooperatives to participate in trade promotion activities and expand markets has always been prioritized by all levels and sectors. Since the beginning of the year, the Department of Industry and Trade has supported 4 cooperatives to participate in the "Exhibition Week of typical products, OCOP products of Binh Thuan province in Ho Chi Minh City" (Hoai Duc Agricultural Service Trading Cooperative, Phong Phu Agricultural Service Cooperative, Sen Nui General Service Cooperative, Hoa Le Clean Dragon Fruit Cooperative); supported 2 cooperatives to register to participate in the voting for typical rural industrial products at the provincial level in 2024 (Hoa Le Clean Dragon Fruit Cooperative, Ham Duc Dragon Fruit Cooperative). At the same time, the agricultural sector has supported cooperatives with OCOP products to participate in the OCOP fair programs in 2024 on the TikTok platform and the "OCOP Seeds" program for the period 2024 - 2025; Thai Nguyen Industry and Trade - OCOP Exhibition Fair 2024; Southern Fruit Festival - Suoi Tien Farm Festival 2024; The 11th Southern Traditional Cake Festival in 2024 in Can Tho; Da Nang Vietnamese Goods Fair 2024 - Honoring OCOP products in Da Nang City. Support 4 cooperatives with OCOP products of the province, typical rural industrial products and typical products of the province to participate in the Project "Electronic traceability solution for Binh Thuan OCOP products, typical rural industry and typical strengths of Binh Thuan province" (Hoa Le clean dragon fruit cooperative, Ham Duc dragon fruit cooperative, Sen Nui general service cooperative, Duc Binh agricultural service cooperative). In addition, the Provincial People's Committee also prioritizes selecting OCOP products of cooperatives as gifts to introduce to delegates participating in major events of the province. Thereby, contributing to supporting cooperatives to promote their images and products to tourists inside and outside the province...
Not only that, in order to increase access to credit for cooperatives, the State Bank - Binh Thuan Branch has directed credit institutions to increase lending to cooperatives. From the capital source of the National Employment Fund entrusted by the Vietnam Cooperative Alliance, up to now, it has disbursed loans to 63 members of cooperatives and cooperative groups to create jobs with a total outstanding debt of VND 1,699 billion. The Department of Agriculture and Rural Development has coordinated with the Thien Tam Fund to survey a number of suitable cooperatives to build cooperative and cooperative group models in association with near-poor households under the cooperation program "Building a typical agricultural economic model associated with new rural construction", at the same time, mobilizing capital to develop cooperatives. The maximum support value of the fund is VND 1 billion/cooperative with the purpose of investing in equipment and agricultural materials for cooperatives, supporting production and business activities of cooperatives, in order to create jobs for poor households and disadvantaged people in society.
In addition, the Department of Agriculture and Rural Development is monitoring, urging, and supporting investment in machinery and equipment for processing dragon fruit products for Thanh Binh Cooperative according to the cooperative model of both production and market participation. Selecting 4 cooperatives to participate in the project "Youth in cooperatives are the subjects of digital transformation in the locality" (Hoa Le clean dragon fruit cooperative, Da Mi agricultural production and service cooperative, Thien Nghiep organic livestock cooperative, Sen Nui general service cooperative).
Supported by many policies will contribute to making KTTT one of the economic components that brings benefits to participants, especially farmers, contributing to ensuring social security in the locality.
