The Ministry of Public Security has just dismantled a fake milk powder production and trading ring in Hanoi and neighboring provinces. Initially, the Ministry of Public Security's Investigation Police Agency determined that from August 2021 to present, Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Nutrition Pharmaceutical Joint Stock Company have produced and traded 573 types of milk powder.
Milk for people with diabetes, kidney failure, premature babies, and pregnant women with ingredients declared on the product such as: bird's nest extract, cordyceps, macca powder... but in reality, there are absolutely no such substances.

In addition, the subjects also entered into joint ventures and partnerships in the form of contributing shares with many other people to establish 9 companies, with the purpose of registering the product lines and directly trading, distributing and consuming products manufactured at the factories of Hacofood and Rance Pharma. In about 4 years, this group consumed various types of milk on the market, bringing in revenue of nearly 500 billion VND.
The information about this fake milk powder case has shocked public opinion, making consumers nationwide in general and Ha Tinh in particular feel indignant, confused and worried, especially those who are using milk for their children and sick people.

In many groups and associations of mothers in Ha Tinh, milk is becoming a hot topic of discussion. Many people are confused and do not know which type to use to ensure quality. In particular, there are cases where people are extremely worried because they have used the type of milk on the list of brands produced by fake milk companies that has just been announced.
Ms. TA (Ha Tinh City) said: When my child was only 1 month old, because he was lactose intolerant (a type of sugar found in milk and dairy products), I took him to a private clinic and was advised by the doctor to drink a more specialized type of milk. When the fake milk production and trading network was dismantled, I checked the list and there was a type of milk that I had given my child. Now, thinking about it, I feel both sorry for my child and worried about whether it would affect his health.
Meanwhile, Ms. NTHT (Can Loc) feels worried because her child is also a “victim” of a milk product called Celac Colostrum 24h (on the list of milk products from companies in the recently announced fake production chain – PV).
Ms. HT shared: “My family has been using formula milk for our child since birth. When the baby was over 6 months old, after consulting with the doctor, I gave him a box of Celac milk. Recently, when I discovered that this type of milk was on the list of fake milk, I felt extremely insecure. Newborns depend entirely on milk to develop, I believed the advice and saw that the ingredients on the milk packaging had many nutrients so I trusted them, but I didn't expect to give my child fake milk.”
Not only those who have used milk from these companies but many other mothers have also expressed concern about the quality of milk today. Many people have posted on groups to ask whether the milk they are using is “grass milk” or not (“grass milk” is a term used to refer to milk products that have no or little reputation on the market and most of them do not guarantee quality – PV).

According to many “breastfeeding mothers”, the milk market is like a “matrix” with hundreds, thousands of brands. Meanwhile, the names of milk are often similar, so it is easy to confuse, not everyone is wise enough to choose the right one.
Ms. Ha Trang (Xuan Hong commune, Nghi Xuan) expressed: “My family has 2 children, both of whom have used formula milk since birth. Every time I buy milk for my children, I read and research information, carefully check the barcode and anti-counterfeit stamps. However, with this "matrix" of real and fake milk mixed together, even the smartest consumers can easily buy fake goods because with the naked eye it is impossible to distinguish between real and fake."

In Ha Tinh, according to information from the Food Safety and Hygiene Department (Department of Health ), the unit did not declare the products for 11 companies producing fake milk powder that were just discovered.
Ms. Dao Thi Phuong - Deputy Head of the Department of Food Safety and Hygiene said: Implementing Document No. 733/ATTP-PCTTR dated April 14, 2025 of the Department of Food Safety (Ministry of Health) on reviewing and providing information related to establishments producing and trading fake milk from 2021 to present, the unit has conducted a review as required. The results showed that the department did not organize the issuance of food safety certificates and did not receive self-declaration of powdered milk products related to 11 companies on the list of the Department of Food Safety. Through annual inspection, examination, post-inspection, and handling of administrative violations, the department did not detect violations in the business and trading of powdered milk products related to these companies. In the near future, the interdisciplinary inspection team will conduct an integrated inspection of milk products circulating in the area".

However, the fact that the products are not announced locally cannot confirm that there are no milk brands produced by these companies in Ha Tinh market, because in reality, it is very difficult to control the fact that sellers arbitrarily bring milk products back to sell.
According to the recommendations of the authorities, consumers should choose to buy milk brands with long-standing reputation, carefully review the information and find out whether the product has been announced or not. For imported products, they should buy products with Vietnamese sub-labels, imported through official channels.
