The Congress had 279 official delegates. The report at the Congress affirmed: In the 2019-2024 term, the Bac Giang Provincial Fatherland Front Committee has focused on innovating the content and methods of operation. The great national unity bloc has been constantly consolidated and promoted, creating consensus in society, contributing to building a solid foundation for the stability and development of the province.
The Fatherland Front Committees at all levels in the province have performed well the core political role in building the great national unity bloc, promoting the combined strength of the entire political system, creating widespread patriotic emulation movements, thereby attracting and gathering a large number of people from all walks of life to participate.
Notably, he advised the Standing Committee of the Provincial Party Committee to study theory, summarize practical experiences in the process of leadership, direction, and promoting the strength of great national unity to participate in socio-economic development in the 2010-2023 period; directed the Fatherland Front at all levels to develop and implement plans to promote the core role in building the great national unity bloc in the new situation.
The patriotic emulation movements and campaigns have had a strong influence and achieved many positive results. The Fatherland Front at all levels in the province has mobilized people to donate more than 861 thousand square meters of land to expand rural roads, mobilized support to build new and repair more than 4,200 solidarity houses, and given Tet gifts to 100% of poor households and more than 90% of near-poor households.
At the Congress, delegates discussed and agreed that, in addition to the achieved results, the work of the Front throughout the term still had some difficulties and limitations such as: The content and form of propaganda and mobilization in some places had many new points but had not been promoted and expanded. The grasp of the people's situation and the proposal of solutions to some problems were sometimes not timely.
The coordination in implementing some contents of the campaign and emulation movements between the Fatherland Front and its member organizations at some bases is still ineffective. The emulation movement "Solidarity, creativity, improving productivity, quality, efficiency, international integration" has not been widely spread and has not gone into depth, the results are not really clear. The supervision and social criticism work of the Fatherland Front at the commune level is still limited, not promoting the effectiveness of the people's supervision role, especially the supervision of cadres and party members. People's foreign affairs activities have not promoted many contributions of Bac Giang people outside the province to build their homeland.
In the 2024-2029 term, the Congress set out 10 targets, specifically: 100% of the Fatherland Front at all levels propagate and implement the Party's resolutions and directives in the system; 100% of residential areas innovate and improve the quality of organizing the annual National Great Unity Day; 85% of residential areas build and implement the model of "self-governing, united, prosperous, happy" residential areas; implement the criteria of "security, social security, safety".
100% of the Fatherland Fronts at all levels coordinated with member organizations to effectively implement campaigns and patriotic emulation movements launched by the Vietnam Fatherland Front; in 5 years, the province strived to mobilize the "For the Poor" fund at all levels to reach more than 250 billion VND.
Every year, the Provincial Vietnam Fatherland Front Committee organizes supervision of 3 contents, the district level organizes supervision of at least 2 contents, the commune level organizes supervision of at least 1 content; at the same time, it reviews 3 drafts, the district level reviews 2 draft documents, the commune level reviews 1 draft document.
During the term, 100% of key cadres of the Fatherland Front at all levels and the Front Working Committee in residential areas were trained in professional skills and knowledge of Front work. Every year, 100% of the Fatherland Front Committees at district level, 90% of the Fatherland Front Committees at commune level and Front Working Committees in residential areas were rated as good or better, with no weak units, and the Vietnam Fatherland Front Committee of the province was rated as good or better.
The Fatherland Front at all levels in the province built a community page of the Fatherland Front, 100% of full-time front officials at the provincial and district levels and 90% of the Fatherland Front at the commune level applied information technology in their activities.
To complete the set targets, in the 2024-2029 term, the Provincial Fatherland Front Committee proposed 6 specific action programs.
At the Congress, the Provincial Fatherland Front Committee received the Emulation Flag of the Prime Minister for its excellent and comprehensive completion of its tasks, leading the emulation movement in 2023; 12 collectives and individuals with outstanding achievements in the work of the Fatherland Front were commended.
