On the afternoon of January 15, in Hanoi, a signing ceremony of an exchange document between the Government of the Socialist Republic of Vietnam and the Government of Japan on the Human Resource Development Scholarship project took place.

The Vietnam - Japan Human Resource Development Scholarship (JDS) is a long-term scholarship program provided by the Japanese Government with the aim of supporting the human resource development activities of the Vietnamese Government, while expanding and strengthening bilateral relations.
Under the newly signed agreement, the Japanese Government will provide Vietnamese government officials with 45 master's scholarships (2-year program) and 5 doctoral scholarships (3-year program) each year. The students will study at Japanese universities.
Speaking at the signing ceremony, Ambassador Ito Naoki emphasized: Implemented since 2001, JDS has provided more than 800 master's and doctoral scholarships for young Vietnamese officials to study in Japan. After graduation, they returned to work in Vietnam and promoted their effectiveness at many agencies, universities and research institutes. With the specialized knowledge they learned and people who understand Japanese knowledge, these young officials have become a bridge to strengthen the friendly and cooperative relationship between the two countries.
"Vietnam and Japan have upgraded their relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world. Hopefully this relationship will make great strides in the future, and Japan will be Vietnam's favorite destination when choosing to study abroad," Ambassador Ito Naoki said.

Expressing his gratitude for the assistance that the Japanese Government has given to Vietnam, Deputy Minister Nguyen Van Phuc said that the Ministry of Education and Training will soon notify relevant ministries, sectors, localities, agencies and organizations about the JDS scholarship program. At the same time, he hopes that Japan will continue to support Vietnam in training in fields in which it has strengths such as energy, semiconductors, high-speed railways, etc.
Today, I am very pleased to be able to exchange documents of the Human Resource Development Scholarship Program project to provide opportunities for outstanding young Vietnamese officials to study in Japan. Japan is honored to contribute to the development of Vietnam as the country moves towards a "new era" under the leadership of General Secretary To Lam. I hope that through the young cadres, the leaders of the "new era", and the network of international students of the project, the Japan-Vietnam relationship will be further strengthened.
