"MLIT hopes to continue cooperating with the Vietnamese Ministry of Transport, promoting practical and effective bilateral cooperation, not only in the field of seaports but also in other transport fields," Deputy Minister Doko Shigeru expressed.
Deputy Minister Nguyen Xuan Sang thanked the Ministry of MLIT for its cooperation and support for the Ministry of Transport in particular and Vietnam in general in construction and development over the years. The Ministry of MLIT has left its mark on transport projects nationwide.
Regarding the potential for bilateral cooperation in the field of seaports, Deputy Minister Sang said that the Vietnamese Government has approved the master plan for Vietnam's seaports to 2030, with a vision to 2050, with many important breakthroughs.
Hai Phong area will focus on developing ports to accommodate ships with a capacity of over 200,000 tons. From now until 2030, we will start deploying ports in the South Do Son area, allowing ships with a capacity of up to 250,000 tons. In particular, having large ports at Lach Huyen port is an important cooperation between Vietnam and Japan, when opening the Lach Huyen channel with the help of JICA.
In the Central region, in Da Nang, planning and implementation are underway to move all wharfs from Tien Sa port to Lien Chieu port to accommodate ships with a capacity of up to 150,000 tons.
Ba Ria - Vung Tau area is planning and calling for investment in the downstream Cai Mep area with a total wharf length of up to 25km, meeting the demand after 2030. In addition, Can Gio port, Tran De port... are also included in the planning and calling for investment.
"The policy of Vietnam and the Ministry of Transport is that the State only invests in public infrastructure, while other infrastructure such as ports will call for investment from other economic sectors, including foreign investors. This is an opportunity and potential for Japanese businesses and shipping lines to cooperate and invest," said Deputy Minister Sang.
Regarding the difficulties in Japanese ODA projects, the Deputy Minister pledged that the Ministry of Transport will actively coordinate closely with the Ministry of MLIT to remove and resolve them soon.
Deputy Minister Nguyen Xuan Sang emphasized that the Government and the Ministry of Transport hope to continue to receive support and facilitation from the Ministry of MLIT, as well as investment from Japanese enterprises in the Vietnamese transport sector in the coming time. With the Ministry of MLIT, the Ministry of Transport hopes to continue to receive support in terms of capital, technology, research, and human resource training, etc.

At the meeting, the two Deputy Ministers witnessed the signing ceremony of the Memorandum of Understanding on cooperation in developing seaport infrastructure standards in Vietnam between the Institute of Transport Science and Technology (Ministry of Transport) and the Seaport Authority, Ministry of MLIT. This is an important Memorandum of Understanding, aiming to continue the support of the Ministry of MLIT in developing a set of seaport infrastructure standards for Vietnam from 2010 to present.
Mr. Tran Bao Ngoc, Director of the Institute of Transport Science and Technology, said that in recent years, the Institute of Transport Science and Technology has coordinated with the National Institute of Land and Infrastructure Management (NILIM) of Japan and the Port Bureau of Japan (PHB) to develop and submit to the competent State agencies of Vietnam to issue 10 technical standards for seaports. These technical standards have made a significant contribution to the process of building and developing the seaport system in Vietnam.
To continue implementing the activities of building technical standards for seaports to meet the development requirements of Vietnam, the Institute and PHB exchanged and discussed issues of climate change and greenhouse gas emission reduction for seaport standards. The two sides agreed to sign a memorandum of understanding, which is the basis for implementing these two contents.
