Reporting at the meeting, the People's Committee of Phu Thinh town and the People's Committee of Tam Vinh commune stated that 100% of voters (3,606 people) of Phu Thinh town and over 96.7% of voters in Tam Vinh commune (3,798 people) agreed with the proposal to merge Phu Thinh town and Tam Vinh commune to establish a new commune-level administrative unit, as proposed by the People's Committee of Phu Ninh district.

Based on the submitted document and the verification report, the representatives of the People's Council of Phu Thinh town and the People's Council of Tam Vinh commune discussed and unanimously voted to pass a resolution approving the merger of Tam Vinh commune and Phu Thinh town into Phu Thinh town, Phu Ninh district, Quang Nam province.

The merger of Tam Vinh commune and Phu Thinh town into Phu Thinh town is unified by merging the entire natural area and population of Tam Vinh commune (with a natural area of ​​13.84 km2, reaching 46.13% and a population of 5,626 people, reaching 70.33% of the standard) and Phu Thinh town (with a natural area of ​​96.48 km2, reaching 46.29% and a population of 5,348 people, reaching 66.85% of the standard) to establish the new Phu Thinh town in Phu Ninh district, Quang Nam province.
