Admitted to emergency room after abdominal liposuction.

According to verification, on July 22nd, Ms. NTKN underwent liposuction of the abdomen, hips, arms, and both armpits, as well as fat grafting to both hands at a cosmetic clinic in District 1, Ho Chi Minh City. The surgical cost was 95 million VND.

At 10:00 AM on July 24th, the patient was admitted to Cho Ray Hospital in a state of fatigue, shortness of breath, and pain in the areas where liposuction was performed. Doctors diagnosed the patient with cellulitis in the abdomen, chest, and both armpits, three days after liposuction.

Following a report from Cho Ray Hospital, the Inspectorate of the Department of Health, in coordination with the City Police and local authorities, inspected FA Plus Cosmetic Clinic Co., Ltd. at 12-14 Nguyen Cong Tru Street, Nguyen Thai Binh Ward, District 1. This is the facility that performed the surgery on Ms. NTKN.

The inspection team discovered that the 7-story building at this address displayed a sign that read "French-Asian Beauty Clinic". On the second floor, the team found a procedure room (containing one surgical lamp and one bed, one instrument processing room, and one handwashing room). Additionally, on the fifth floor, the inspection team noted one Cold Plasma wound healing machine, one skin lifting machine, one hair removal machine (with the machine name and brand removed), one SLIM wrinkle removal and skin lifting machine, and one skin care machine with nine probes.

On the 7th floor alone, there is an office with 17 computers, staffed by customer service representatives. Behind this office, there are two surgical kits, used bottles of 0.9% NaCl intravenous solution, and a bottle of Povidine.

The inspection team also discovered illegal advertisements on the Facebook page of the French-Asian Aesthetic Institute with content such as: meso HA injection, collagen injection for wrinkle removal and skin tightening, thread lifting, non-surgical beauty treatments with fillers and botox.

When asked about the case of patient NTKN who underwent liposuction at this facility and suffered complications requiring emergency treatment at Cho Ray Hospital, a representative of FA Plus Aesthetic Clinic Co., Ltd. stated that the patient had undergone liposuction of the abdomen, hips, arms, armpits, and fat grafting to both hands at the facility on July 22nd. The team performing the procedure consisted of Mr. Huynh Thanh Hai and a female assistant brought by Mr. Huynh Thanh Hai. Mr. Huynh Thanh Hai brought all the surgical instruments, medications, and medical equipment. The company representative claimed that the patient was a client of Mr. Huynh Thanh Hai, not the company. The company only rented the operating room to Mr. Hai for 15 million VND to perform the procedure.

When the inspection team requested the company to contact Mr. Huynh Thanh Hai to come in for a meeting, the company reported that Mr. Hai was uncooperative and did not come to the facility as requested by the inspection team. The company provided Mr. Huynh Thanh Hai's Citizen Identity Card, but could not provide his professional qualifications or license.

Based on the identified violations, the Inspectorate of the Department of Health established administrative violation number 336/BB-VPHC against FA Plus Beauty Clinic Co., Ltd.

Currently, the Department of Health is continuing to coordinate with the City Police to verify and request Mr. Huynh Thanh Hai to appear at the Department of Health's Inspectorate to clarify his violations, draw up a record of administrative violations in accordance with regulations, and consider transferring the case file to the City Police's investigative agency if there are signs of evading state management agencies after performing illegal surgeries without a license.

The Department of Health requests the People's Committee of District 1 to pay close attention to and provide thorough guidance to the District 1 Health Department and local authorities in inspecting and supervising the activities of establishments in the area, and to promptly put up red warning signs to advise people not to visit or use illegal cosmetic services at an establishment that is currently suspended from operation.
