Proposing Quang Ninh, Lang Son, Lao Cai to resolutely prevent poultry smuggling

According to the Ministry of Agriculture and Rural Development, according to feedback from industry associations and media agencies, the trade of livestock breeds and livestock products of unknown origin, poor quality, and smuggled from abroad into Vietnam has continued in recent times. This has affected livestock development and disease control in livestock farming.

To urgently end the above situation, the Ministry of Agriculture and Rural Development requests the Chairmen of the People's Committees of Quang Ninh, Lang Son and Lao Cai provinces to direct relevant agencies to resolutely and synchronously implement measures to prevent, detect and handle the situation.

Strictly implement Directive No. 29 dated December 6, 2023 of the Prime Minister on preventing smuggling and illegal transportation of animals and animal products; effectively controlling epidemics, developing sustainable livestock farming, ensuring food supply and Official Dispatch No. 12 dated January 31, 2024 of the Prime Minister on strengthening prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam.

Strengthen inspection, examination and prevention of illegal transportation and smuggling of livestock breeds and livestock breed products across the border into Vietnam, especially at border gates, trails and openings in border areas to promptly detect and strictly handle violations, and make recommendations to competent authorities on violations that need to be criminally handled according to the provisions of law.

Improve the effectiveness and efficiency of state management of establishments producing and trading livestock breeds in the area. Make plans, allocate funds, organize inspections and audits of production and trading of livestock breeds to promptly detect and strictly handle violations according to regulations.

Assign the police force to preside over and coordinate with relevant agencies and units to strengthen traffic control measures, promptly detect and strictly handle cases of transporting and trading smuggled livestock breeds and livestock breed products of unknown origin, which do not meet requirements for livestock breeds and livestock breed products circulating on the market according to the provisions of the law on animal husbandry and other relevant laws.

Promote information, propaganda, and dissemination of legal regulations on production, purchase and sale of livestock breeds and livestock breed products; responsibilities of organizations and individuals, regulations on handling administrative and criminal violations to raise awareness, sense of law compliance and effectively implement the fight against smuggling, production, purchase and sale of livestock breed products of unknown origin, poor quality; biosafety and disease-safety livestock breeding processes.

"Good management of domestic breeds, reducing costs"

On May 8, the Ministry of Agriculture and Rural Development held an inter-sectoral meeting on preventing smuggling of livestock and poultry. At the meeting, a representative of the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling (C03) said that smuggling of livestock and poultry occurs at different times. Before and after Tet, smuggling of chickens and ducks increased sharply due to market demand.

“Before Tet, we inspected the Central and Central Highlands regions and found many cases of smuggling cattle from Laos and then exporting them to China. Recently, there has been a surge in poultry breeding,” said a representative of C03.

According to C03, when the authorities "take strong action" at the land border gates, smugglers will switch to the sea route.

Colonel Le Thom, Deputy Director of the Environmental Crime Prevention Police Department (C05) also said that through investigation, the northern border area adjacent to China, imported a lot of livestock and poultry, the subjects took advantage of loopholes to bring poultry eggs into Vietnam. The same goes for livestock, the subjects took advantage of the railway from China to Laos and Cambodia, so smuggled goods from China can enter the Central region and the Central Highlands.

The Department of Animal Husbandry said that the current price of piglets in Vietnam is higher than in China, Thailand, Cambodia, and only lower than the Philippines and Indonesia. Therefore, there is a phenomenon of smuggling pigs from Thailand into Vietnam, then 'whitewashing the source' to make a profit.

For poultry, depending on the time, the price of chickens and ducks in China is lower than in Vietnam. Some greedy people, only seeing immediate benefits, import them to sell to farmers for profit. To completely prevent the illegal import of poultry and livestock breeds, the leader of the Department of Animal Husbandry said that the current solution is to manage the breeds well and reduce the price.

Mr. Nguyen Van Long, Director of the Department of Animal Health, said that the situation of smuggling and illegal import of livestock and poultry is very complicated, but we only see central agencies taking action, and we have not seen localities proactively detecting and reporting. Especially in border provinces, we need the participation of functional forces at border gates and inland.

"We request that the police intervene to strictly handle, even criminally prosecute, cases of smuggling of livestock and poultry if there is sufficient evidence," Mr. Long suggested.

Most recently, on May 22, at the Hai Ha Toll Station area, Quang Thinh commune, Hai Ha district, Quang Ninh province, the Working Group of Customs Control Team No. 2 chaired, coordinated with Customs Control Team No. 1 (Quang Ninh Customs Department) and Market Management Team No. 1, Quang Ninh Market Management Department conducted an administrative inspection of a truck with license plate 34C-349.18 driven by Mr. Dao Van Duong, permanent resident of Ninh Hai commune, Ninh Giang district, Hai Duong province, transporting 20,160 ducklings.

At the time of inspection, Mr. Dao Van Duong could not present invoices or documents proving the origin of all the above ducklings.

Previously, on May 3, Market Management Team No. 1, Market Management Department of Quang Ninh province inspected car with license plate 34C-349.18 driven by Mr. D.VD, who is also the owner of the goods, with an address in Ninh Hai commune, Ninh Giang district, Hai Duong province, loading ducklings in Nam Tho, Hai Xuan commune, Mong Cai city, onto the car.

At the time of inspection, car with license plate 34C-349.18 contained 15,100 ducklings of unknown origin and no veterinary quarantine certificate.
