According to the report of the leaders of the Department of Culture, Sports and Tourism, the official time of the Sea Festival 2025 is from June 7 to 9, with outstanding activities such as: Opening ceremony with the theme "Bright pearl of the East Sea"; street festival "Sea town enters the festival"; performances of sports and entertainment activities on the sea; international art program "Come back to the sea"; closing ceremony with the theme "Sea, island of love". Before, during and after the official time of the Sea Festival, many cultural activities, festivals, art performances, sports competitions, cuisine, seminars, etc. will take place.

Through review and evaluation, basically most of the activities in the approved Sea Festival program will be organized; some activities will change in scale, or will not be organized as originally planned. To date, the Organizing Committee of the Sea Festival 2025 has received confirmation of participation from 37 international delegations with 190 delegates from 16 countries and territories. Of which, there are 4 foreign art troupes coming to perform during the official time of the Sea Festival 2025 from Korea, India, the United Arab Emirates, and France.
