Discussing at the National Assembly hall about the draft revised Law on the Capital, on the morning of November 27, delegate Nguyen Manh Hung (Can Tho delegation) cited research data, in the period of 2013 - 2022, Hanoi only attracted 55 talented people who were valedictorians of universities.
According to him, the concept of talent needs to be clarified. "Talent is not necessarily the smartest person, with the most degrees and the highest qualifications, but the person who is most suitable for the job, achieves the best results with the assigned tasks, has a vision for future development...", said delegate Hung.
At the same time, according to the Can Tho delegation delegate, attracting talent needs to be more proactive. We cannot just offer some incentives and wait for talented people to come to us, but we must search, discover, and then attract them to work.
This has been done quite successfully by the Government and many large corporations in recent times. Many units have even proactively sponsored tuition fees and signed recruitment commitments with promising candidates while they are still in school.

Therefore, delegate Nguyen Manh Hung argued that attracting and employing talent is not enough, but there must be a policy to search for, discover, and a plan to nurture talent.
He also said that it is necessary to study and supplement regulations: develop information and communication policies on discovering and attracting talent; supplement policies and mechanisms for early talent development, thereby creating a roadmap for training, fostering, and recruiting in key industries; supplement and build a civilized and modern working environment for talented people to develop; supplement policies to support housing for talented people's families...
Delegate Nguyen Thi Lan (Hanoi delegation) also proposed to add regulations that the city has a fund to support innovation funding, and a special salary and bonus regime for experts in important science and technology fields of the city. At the same time, assign universities in Hanoi to recruit, select, train and nurture a team of experts for the city.
Sharing the same view, delegate Duong Khac Mai (Dak Nong delegation) suggested that the drafting committee should specify more requirements for attracting, promoting talents, and developing high-quality human resources of the capital.
According to the delegate, it is necessary to empower the City People's Council to issue more specific regulations on the subjects that need to be attracted, clearly classifying them, and suiting each recruitment, appointment and treatment position.
In addition, delegate Duong Khac Mai said that the regulation on promoting decentralization for the city government in deciding on a number of contents related to the organization and staffing is an important breakthrough, creating a premise for the city to implement specific policy mechanisms in the draft.
The decentralization of power to the City People's Council is to decide on the establishment, reorganization, and dissolution of specialized specialized agencies and specialized administrative organizations under the People's Committee of Hanoi City, districts, towns, creating proactiveness, flexibility, and timely response to current state management work.
However, delegates said that it is also necessary to study and stipulate some additional conditions and requirements to ensure more caution and strictness in the establishment of these new agencies.
On the morning of November 27, the National Assembly voted to pass the Law on Identity Cards and the amended Law on Housing. Afterwards, delegates discussed the Government's report on the preliminary summary of the pilot urban government model in Hanoi and Da Nang and the results of 3 years of implementing the urban government model in Ho Chi Minh City.
In the afternoon, delegates voted to pass the Law on Water Resources (amended); discussed in the hall the draft Law on Amended Archives.
