With the outstanding advantages of organic agriculture and waste-free circular agriculture (CAU), the agricultural sector and authorities at all levels have been promoting propaganda to replicate and develop the model, contributing to protecting the ecological environment, increasing people's income and moving towards a sustainable agricultural economy.

Since 2012, Mr. Le Minh Toi's family has mobilized resources, accumulated and consolidated land to form a 12-hectare farm in village 3, Thieu Duy commune (Thieu Hoa). Initially, his family only grew rice, but the economic efficiency was not as expected. Since 2014, the family has invested billions of dong to improve the land, develop infrastructure systems, and barns to build a comprehensive farm to improve economic efficiency. To reduce production costs, he has taken advantage of crop by-products, straw after harvest, and collected rice to burn in a self-designed furnace to get ash to fertilize crops instead of chemical fertilizers. In addition, he also used pig and poultry manure to fertilize crops. Mr. Toi said: At that time, when researching agricultural development trends, I realized that my development direction was close to the zero-waste agricultural production cycle. Therefore, I am more confident and determined in my direction, continuing to learn about investment and production development.
After more than 7 years of steadfastness in this direction, Mr. Le Minh Toi's family farm now has 30 pigs, 200 goats, 100 rabbits, 3,000 poultry, and about 7 hectares of safe vegetables, tubers, and fruits that meet VietGAP standards. In addition, he also subcontracts fields from local people to produce dozens of hectares of rice per crop.
Through research, the production cycle of Mr. Le Minh Toi's farm operates quite flexibly and scientifically. In particular, his family collects agricultural by-products from a number of processing factories, using black soldier flies to create probiotics and enzymes. Probiotics are used to water crops; enzymes are mixed with vegetables and fruits to feed livestock and poultry. Along with that, he takes advantage of livestock manure and agricultural by-products to create organic fertilizer for plants... The circle is carried out like that, so the farm has almost no waste, does not have to use industrial food and fertilizers. Thanks to that, the products are clean, safe, and of high quality, favored by the market.
Head of the Department of Agriculture and Rural Development of Thieu Hoa district, Trinh Dinh Hung, said: Mr. Toi's zero-waste circular agricultural farm is one of the safe and effective agricultural production models of the district. The model has created a closed cycle of crop rotation, almost all crops and livestock do not need to use pesticides or antibiotics, creating clean products and protecting the environment. Therefore, Thieu Hoa district is directing communes, towns, and district agricultural service centers to step up propaganda, guide people to visit and learn to replicate and develop many effective zero-waste circular agricultural production models.

After the organic circular production model of Mr. Le Minh Toi's farm, many agricultural production households in the commune and district have come to learn from his experience. Not only guiding, instructing and supporting people to build effective production models, at the end of 2023, Mr. Le Minh Toi also established the Circular Agriculture and Technology Cooperative, attracting 15 members who are like-minded farmers. He and the cooperative's management board have put into production crops and livestock suitable for consumer consumption trends such as Lac Thuy chicken, geese, ducks, rabbits, goats, seasonal vegetables and fruits and proactively sought markets for the products.
Identifying the development of clean agriculture, organic agriculture, and sustainable agriculture as an inevitable trend towards green agriculture, sustainable development, protection of the ecological environment and adaptation to climate change, the Provincial Party Committee, People's Council and People's Committee have focused on leading, directing and effectively implementing policies and guidelines on agricultural development, achieving many important results. Up to now, the whole province has 1,100 hectares of land for producing various types of crops, livestock and aquaculture products according to good agricultural practices (VietGAP, GlobalGAP...); more than 26 hectares of crops certified for organic agriculture; more than 760 hectares of crops according to organic agriculture standards... However, the number of zero-waste sustainable agriculture production models is still limited. Accordingly, on October 16, 2023, the Provincial Party Standing Committee issued Directive No. 10-CT/TU on leadership and direction to promote the development of clean agriculture, organic agriculture, and sustainable agriculture in the province to disseminate to localities and propagate to the people to promote the development of clean agriculture, organic agriculture, and sustainable agriculture, creating agricultural products with quality, brand name, high economic value and sustainable development.
