Identify challenges and difficulties to have scenarios and solutions to overcome them

At the discussion session, 57 National Assembly deputies spoke and 3 National Assembly deputies debated. Many deputies basically agreed with the Government's report and the review report of the National Assembly's Economic Committee, which analyzed the results achieved, frankly acknowledged the shortcomings and limitations, pointed out the causes and proposed feasible solutions in the coming time.

Opinions said that, in the context of general difficulties, under the leadership of the Party, the Government has had solutions, drastic direction and management, along with the decisions of the National Assembly, which have helped our country's socio-economic development achieve very positive results. Discussing in the hall, in groups and exchanging with reporters of press agencies on the sidelines of the session, delegates proposed many solutions to stabilize the macro-economy, major balances of the economy; control inflation, exchange rates and essential goods to stabilize people's lives and production and business; improve the monetary market, restore production, business, business operations, create jobs, reduce unemployment, and remove current bottlenecks.

Regarding the implementation of the three national target programs, delegate Trinh Minh Binh (Vinh Long) said: The implementation of the three programs is still slow; the guiding documents are slow to be revised and supplemented; some localities have low allocation of counterpart funds; the disbursement rate of central budget capital for the programs is low, especially the disbursement of central budget career funds...

National Assembly deputies requested the Government, ministries, branches and localities to overcome limitations in the allocation and disbursement of public investment capital; manage and operate the state budget revenue and expenditure to ensure budget balance, financial security, national budget, etc. Delegate Doan Thi Le An (Cao Bang) proposed that the Government, ministries and branches continue to pay attention to, mobilize resources, arrange and balance capital sources from public investment and national target programs to continue investing in providing electricity to people in ethnic minority and mountainous areas.

In the face of the current situation, reflecting the opinions and recommendations of voters and the business community, a number of National Assembly deputies proposed that the Government direct ministries, branches and localities to focus on seriously implementing policies on encouraging and protecting dynamic and creative cadres who dare to think, dare to do, and dare to take responsibility for the common good. The current situation of cadres being afraid, pushing away, and avoiding responsibility in performing public duties is one of the main reasons leading to the slow progress in implementing recent policies, programs and projects.

In addition to implementing mechanisms and policies to protect cadres who dare to think, dare to do, and dare to take responsibility, delegate Pham Van Hoa (Dong Thap) suggested that in the coming time, the Party and State continue to improve and have clearer regulations on documents related to the prevention of negativity and corruption. According to the delegate, in addition to resolutely and harshly handling cadres who intentionally violate the law, there should be a "leniency policy" to create conditions for cadres who violate the law due to shortcomings in mechanisms and policies or due to impatience to "cross the line" in local socio-economic development, to voluntarily report, remedy the consequences, and have the opportunity to atone for their mistakes.

Discussing at the meeting hall, a number of National Assembly deputies proposed that the Government direct ministries, branches and localities to focus on seriously implementing the Government's decree and the Prime Minister's directives on encouraging and protecting dynamic and creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.

Welcoming the Government's issuance of Decree No. 73/2023/ND-CP regulating the encouragement and protection of dynamic, creative, daring, and responsible cadres for the common good, delegates said that there is currently a lack of guiding documents for the Decree and suggested that there should be specific and clear instructions so that cadres and civil servants at all levels and sectors can confidently perform their duties.

The question and answer session took place at the beginning of the third week of the first phase of the 7th session (from June 4 to June 6). The National Assembly's questions focused on four groups of issues in the fields of: Natural resources and environment, industry and trade, auditing, culture, sports and tourism. The questions and answers at each session of the National Assembly are the issues that the National Assembly has selected for questions and answers, which have been carefully considered, close to reality, and always attract the attention and follow-up of a large number of voters and people nationwide. These are truly important current issues, not only necessary and urgent in the immediate future, but also have long-term significance in the socio-economic life, development and integration process of the country.

This is an opportunity for Government members to report on the results of their tasks to voters, people nationwide and the National Assembly on the implementation of commitments and achievements, as well as to explain, clarify and propose solutions to continue implementing current problems and difficulties that are of concern to National Assembly deputies and voters.

The following contents of the 7th session will continue to promote the spirit of democracy, frankness, and the highest responsibility in the work of legislation, supervision, and decision on important issues of the country more and more effectively, increasingly meeting the aspirations and recommendations of voters and people.
