Happy people is the destination

At the scientific workshop "Quang Ninh identifies and promotes cultural and human values, creating resources for rapid and sustainable development" held on September 26, Associate Professor, Dr. Pham Minh Tuan, Deputy Editor-in-Chief in charge of Communist Magazine, said that currently, cultural resources are being identified with cultural industries. Quang Ninh's potential and advantages are present in many industries and are especially prominent in the cultural tourism industry.

This is identified as an important resource that meets the spiritual needs of the people in the province and domestic and foreign tourists when coming to Quang Ninh. This is also the shortest "way" to promote the image of Quang Ninh to the people of the whole country and to international friends.

According to Associate Professor Dr. Pham Minh Tuan, Quang Ninh is a province whose history of formation and development is closely linked to the process of building and defending the country. The people here also show common characteristics, which are ardent patriotism, national self-reliance, solidarity, community awareness, combined with the very unique identity of the land considered the "cradle" of the Vietnamese working class.

Through the development process, the characteristics of "Dynamic-Creative-Generous-Healthy-Civilized-Friendly" have been identified as the characteristics of Quang Ninh people.

Sharing the same view, Chairman of Quang Ninh Provincial People's Committee Nguyen Xuan Ky also emphasized that the value system of Quang Ninh province is the sum of the most fundamental characteristics, attributes, and qualities, representative of the locality, harmonizing all aspects and fields, from nature, culture, society, people to economic, political, defense, security, foreign affairs characteristics...

These things are molded and shaped by natural conditions, from the results of the labor process, the struggle for survival and development of the local community throughout the history of the land's development, are inclusive, recognized, respected, guaranteed and protected by the majority of the community with self-awareness.

Chairman Nguyen Xuan Ky affirmed: "The value system of Quang Ninh province is the thread connecting the past, present and future, both traditional and contemporary, reflecting the breath of the times, becoming the goal, motivation, guiding motto, 'rail system' to gather people's hearts, unite society, determine and connect major orientations for local sustainable construction and development in the present and future.

The values of 'Beautiful nature - unique culture - civilized society - transparent administration - developed economy - happy people' are a system of outstanding values formed on the basis of localizing the good values of the nation - people and humanity, synthesizing and elevating the individual values of culture and people of Quang Ninh, forming a unique identity and character, becoming a vision for local development.

At the same time, there is a close, tight, mutual relationship between the elements of the Quang Ninh value system, covering quite comprehensively the fields: natural-cultural-social-political-economic-human conditions, in which beautiful nature is the condition; unique culture is the foundation; civilized society is the standard; transparent administration is the environment; economic development is the means and happy people are the ultimate goal.

This is also the core content in the goal of local sustainable development governance with a sustainable development model based on finding a balance between three factors: economy, society and environment, associated with enhancing resilience and responding to increasingly extreme non-traditional security challenges.

Unlocking resources for development

However, Associate Professor Dr. Pham Minh Tuan realized that the trend of movement and development continues to pose new requirements, requiring Quang Ninh not only to approach new perceptions of sustainable development, new identification of cultural and human values, but also to have practical and effective solutions to transform these values into resources to meet development requirements.

Associate Professor, Dr. Pham Duy Duc, Ho Chi Minh National Academy of Politics, said that the cultural identity and human values of Quang Ninh are invaluable assets, an important driving force for the development of an increasingly prosperous and happy locality. Therefore, mobilizing resources for the development process, identifying and determining directions and solutions to promote the cultural identity and human strength of Quang Ninh is one of the issues of theoretical and practical significance today.

According to Mr. Pham Duy Duc, in the coming time, to further promote the role of Quang Ninh cultural identity in building and developing a prosperous and happy Quang Ninh province, it is necessary to focus on implementing a number of key tasks and solutions such as:

Firstly, implementing the tasks and solutions for cultural and human development in the documents of the 13th National Congress of Delegates, the Resolution of the Quang Ninh Provincial Party Congress, and the programs and projects proposed on preserving and promoting the cultural values of the province to further improve the quality of cultural activities, strongly affirming the role and position of provincial culture. This is both a goal, a driving force, and an important endogenous resource to promote socio-economic development.

Second , continue to promote research, survey, and overall assessment of cultural resources that create the cultural identity of Quang Ninh.

In particular, in the era of the 4.0 industrial revolution, it is necessary to focus on developing cultural industries more strongly; connecting the development of local cultural industries with the development of cultural industries in the Central and other provinces nationwide. At the same time, further strengthen communication work, promote the cultural image and people of Quang Ninh, introduce the cultural identity of Quang Ninh to the people in the country and international friends.

Along with that, regulate cultural development through economic leverage; focus on training and fostering human resources in the fields of culture and arts...

On the local side, Deputy Secretary of the Quang Ninh Provincial Party Committee Dang Xuan Phuong said that the province will continue to promote the building of culture in the Party and the state apparatus; attach importance to the culture of setting an example, setting an example; the culture of respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people.
