
Speaking to reporters of Hanoi Moi Newspaper, Head of the Department of Internal Affairs of Ba Dinh District Nguyen Mai Phuong said that immediately after the city issued documents, instructions, and guidance on organizing the collection of public opinions on the plan to arrange commune-level administrative units, the District Party Committee and People's Committee of Ba Dinh District issued documents directing this matter.
Ba Dinh District requires the Party Committees of wards to lead and direct the political system of wards, especially the People's Committees and the Fatherland Front, and socio-political organizations to step up propaganda work, provide accurate and timely information on the purpose and significance of the administrative unit arrangement; ensure the people's democratic rights, conduct extensive, transparent and proper consultation to create consensus among the people on the merger and reorganization of administrative units.

The district also requires the organization to post and post documents, widely disseminate them to the people; promptly resolve complaints and recommendations (if any) from the people. Focus on directing and completing the organization of collecting public opinions, ensuring completion before April 22, 2025.
From 5:00 p.m. on April 19, 2025, the People's Committees of wards will deploy plans to arrange the city's administrative units to the groups and collect public opinions in person, combined with organizing propaganda conferences.
In Giang Vo ward, Secretary of the ward Party Committee Tran Thi To Tam said that as of 9:30 a.m. on April 20, the number of ballots distributed in the ward reached 62%; preliminary synthesis of opinions showed that the majority of people agreed with the establishment of Giang Vo grassroots administrative unit according to the city's plan.
At the same time, in Doi Can ward, Chairwoman of the ward People's Committee Ngo Thi Minh Hang said that the number of ballots issued in the area reached 3,854/4,404 (87.5%); of which, 93.2% of the votes agreed with the plan to establish a new grassroots administrative unit.

As of 10:00 a.m. on April 20, 2025, Chairman of the People's Committee of Quan Thanh Ward Nguyen Thanh Tung said that working groups in 8 residential groups of the ward had organized to collect public opinions in a methodical and cautious manner. Of which, the vast majority of people agreed with the city's proposed policy and plan.
Up to that time, Secretary of Vinh Phuc Ward Party Committee Vu Thi Theu said that 4 localities in the ward had completed the work of collecting opinions, the total number of votes collected in the ward reached 85%; in which, most people supported the plan to establish a new grassroots administrative unit.
As a special area of Ba Dinh district when it is expected to transfer the entire natural area and population to the Hong Ha administrative unit, Chairman of Phuc Xa Ward People's Committee Bui Thanh Xuan said that basically people have grasped the plans for arranging commune-level administrative units in the area. Therefore, the work of collecting people's opinions in Phuc Xa ward is basically favorable.
“By the morning of April 20, about 75% of the ballots had been distributed to household representatives. Basically, people agreed with the city’s arrangement plan,” said Mr. Bui Thanh Xuan.
During the implementation process, Ba Dinh district also encountered common difficulties and problems such as the Working Group had to travel many times because many households went on vacation on weekends or returned to their hometowns. Many localities had the initiative to call and ask for opinions from household representatives to meet the deadline for completion before April 21.
Chairman of Ba Dinh District People's Committee Ta Nam Chien said that as of the morning of April 20, the total number of ballots distributed in the district reached about 90%. "Ba Dinh District people initially agreed with the plan to arrange and name the new administrative unit," said Mr. Ta Nam Chien.
According to the plan Administrative unit arrangement, Ba Dinh district is expected to establish 3 basic administrative units:
1. Ba Dinh basic administrative unit has a natural area of 2.95km2; population size of 87,651 people.
2. Ngoc Ha basic administrative unit has a natural area of 2.62km2; population size of 77,846 people.
3. Giang Vo administrative unit has a natural area of 2.58km2; population of 76,658 people.
Transfer the entire natural area and population of Phuc Xa ward to the Hong Ha basic administrative unit.
