People contribute to building a clean and civilized Ha Giang city

Before 2020, the urban infrastructure of Ha Giang city was not synchronous, the allocation of resources for infrastructure investment and urban embellishment was low. That has significantly affected the implementation of the criteria to strive for Ha Giang city to reach the level of a type 2 urban area by 2025.

Faced with that situation, the Ha Giang City Party Committee has issued and implemented Resolution No. 02 on "Socialization of urban construction and beautification" for the period 2020-2025. The specific goals are: Ensuring that 100% of residential groups and 50% of hamlets and villages install security cameras; 100% of sidewalks on main roads are paved with stone or concrete; alleys, hamlets, and residential areas are concreted or paved with asphalt, and have lighting.

The motto for implementing the resolution is “The State and the people work together”. Specifically, for major roads, the asphalt concrete paving is invested by the State, people themselves dismantle works encroaching on the sidewalk, and contribute money to pave the sidewalk. The projects of installing security cameras; spreading asphalt concrete, pouring concrete roads into household branches, alleys, and bringing electricity to light up village roads mobilize people to contribute.

Comrade Bui Huy Hoang, Standing Deputy Secretary of the Ha Giang City Party Committee, said: “In order to bring the resolution into life and gain people's consensus, the City Party Committee has directed localities to step up propaganda and mobilization work so that people understand the goals and meanings of the resolution, thereby creating consensus among the people. In addition, during the implementation process, communes and wards do not impose but ensure the motto of people discussing, people doing, people inspecting, people implementing, people enjoying the results."

The alleys leading to residential area group 14, Nguyen Trai ward are cleaner and more beautiful after being socialized to pour asphalt concrete.

In residential group 14, Nguyen Trai ward, Ha Giang city, in 2024 alone, people in the group contributed more than 860 million VND to pave asphalt concrete for 5 alleys leading to residential areas with a total length of nearly 700m. To mobilize such a large resource, Party cell 14 assigned Party cell members and Party members 213 to be in charge of household groups to discuss, exchange, and listen to people's opinions on the plan to pave asphalt concrete in residential areas. When Party members and people in the household group agreed, they reported to the Party cell secretary, the head of the residential group went to a meeting with the people to discuss the implementation plan, build a budget, and agree on the contribution level for each household.

Ms. Hoang Thi Hoa, who was the Secretary of Party Cell 14 in 2024, said that initially, many households did not agree because they believed that the road was invested by the state. However, when the residential group cadres and party members came to their homes to analyze and mobilize, many households understood the purpose and meaning of socializing urban beautification, and agreed to contribute money and effort to implement it.

Now, walking on the clean and airy alleys, Ms. Hoa and the people in the group understand better the meaning of Resolution No. 02 on “socialization to build and beautify urban areas”. Group 14, Nguyen Trai Ward is continuing to mobilize people to widen the roadbed and pour asphalt concrete on all alleys in 2025.

The method of residential group 14, Nguyen Trai ward has also been applied by residential groups and hamlets in 8 communes and wards of Ha Giang city. Thanks to the active participation of Party committees and authorities at all levels as well as the consensus of the people, from 2020 to now, the movement of contributing money and effort to build and beautify urban areas has been taking place vigorously in residential areas and alleys in the city.

With the motto of the state and people working together, the main roads in Ha Giang city are paved with asphalt concrete and the sidewalks are paved with airy bricks.

As a result, after 5 years of implementing Resolution 02 on "Socialization of urban construction and beautification", Ha Giang city has mobilized more than 276 billion VND in funding, of which more than 106 billion VND was contributed by the people. Specifically, 839 security cameras have been installed on the streets using socialized funds; 26 streets have been paved with bricks with a total area of ​​more than 142,000 ^m2 ; 41 streets have been paved with asphalt; more than 27km of concrete roads have been upgraded; 51km of inner-city lighting roads have been renovated, upgraded and repaired, and 17km of inter-village and alley roads have been installed with lighting.

The city Party Committee and government also create favorable conditions for people to participate in supervising the construction, ensuring the quality of construction works, as well as maintaining and servicing the works after completion. In addition, the movement of dredging sewers and sweeping streets is maintained and carried out regularly by people every Saturday.

From the people's consensus on Resolution 02 on "Socialization of urban construction and beautification", Ha Giang city is getting closer to the goal of completing the criteria to become a type 2 urban area.
