On April 17, many officials and people in Tuy Hoa City were excitedly discussing the promotional poster of an art event called "Special Sacred Music Festival - Incarnations No. 4" to be held at 3:00 p.m. on April 24 at Nghinh Phong Tower Square.
This poster also clearly states "People's Committee of Phu Yen Province/ Department of Culture, Sports and Tourism/ Number: 1058/SVHTTDL-QLVHGĐ".
What kind of music is "sacred music"?
What people are talking about is that they cannot understand what kind of music "sacred music" is. Ms. Nguyen Thi To Nhu (38 years old, living in Tuy Hoa City) said that up until now she has only listened to and known about types of music such as meditation music, pop music, yellow music, sentimental music... but this is the first time she has heard of "sacred music".
On social networking forums in Phu Yen, there is also a lot of discussion about the name "Special Sacred Music Festival", many opinions also expressed skepticism and confusion about the name of sacred music.
On the afternoon of April 17, speaking with Tuoi Tre Online about the above incident, Ms. Nguyen Thi Hong Thai - Director of the Department of Culture, Sports and Tourism of Phu Yen province - said that she was handling the matter and currently "could not answer, it is not like that".
Program name not in license
According to our research, on April 9, 2024, the Department of Culture, Sports and Tourism of Phu Yen province issued Official Dispatch No. 1058/SVHTTDL-QLVHGĐ (as printed on the poster promoting the "sacred music festival" - PV) regarding the approval of the organization of art performances by Do Film Media Company Limited.
In the above document, on March 1 and April 8, Do Film Media Company Limited sent a request and a document requesting to organize an art performance to the Department of Culture, Sports and Tourism of Phu Yen.

After reviewing the above documents, the Department approved Do Film Media Company Limited to organize an art performance program called "Incarnations No. 4 - 366 days".
The event will take place from 3:00 p.m. to 6:00 p.m. on April 24, 2024 at Nghinh Phong Square. Attached is a list of 32 songs to be performed at this event.
Phu Yen Department of Culture, Sports and Tourism requests Do Film Media Company Limited to be responsible for complying with the provisions of Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities.

The Company must also comply with regulations on ensuring security, order, social safety, environment, health and fire prevention, and other conditions as prescribed by relevant laws before and during the organization of art performances.
At the same time, the company must notify the Department of Culture and Information of Tuy Hoa City and the local authorities where the performance is held for management.
In Official Dispatch 2265/UBND dated March 26, 2024 of Tuy Hoa City People's Committee sent to Do Film Media Company Limited for support of performance and filming locations, the program name was only stated as "Incarnations No. 4 - 366 days", completely without the word "sacred music".
