Specifically, Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Traffic Works Management Board (Traffic Board) - signed to terminate the contract to implement the construction package of the above-ground part of the Thanh Da Peninsula landslide prevention project - Section 2 (Saigon River - Saigon Domaine Hotel area).

Anh Vinh Group Joint Stock Company (Anh Vinh Company) is the contractor implementing this package.

According to the Traffic Department, the reason for the contract termination was that Anh Vinh Company did not fulfill its obligations to extend the contract guarantee and advance payment guarantee.

This company also seriously violated the construction schedule, seriously affecting the progress, quality and efficiency of the contract package. The contractor abandoned the project, exceeding the deadline by 56 consecutive days without performing the work according to the contract.

Building embankments to prevent landslides on Thanh Da peninsula is one of the key projects to prevent landslides on the Saigon River, approved for investment by the Ho Chi Minh City People's Committee in 2006.

But it was not until 2016 that the project was officially implemented, divided into 4 main phases (including 1, 2, 3, 4).

By the end of 2019, this project had only completed section 1. Sections 2, 3, and 4 have a total length of about 9.5km, costing VND1,342 billion, with many large bid packages still "unmoving".

In addition, in June 2023, about 120m of the right bank of Thanh Da canal, about 50m from Kinh bridge, collapsed, forcing dozens of households here to urgently evacuate. The landslide area belongs to the embankment construction project put into use in 2008.
