Contractor speaks out about information about using waste to construct Tam Trinh road, Hanoi

Input materials are strictly controlled

Regarding the reflection that the contractor used the above construction materials and waste to fill the Tam Trinh road expansion project (Hanoi), talking to Giao Thong Newspaper, Mr. Nguyen Trong Vinh, Project Management Board of Truong Son 97 Branch (Truong Son Construction Corporation) affirmed that this information is not accurate.

"According to the approved construction drawing design documents, the construction of the retaining wall along the right bank of Kim Nguu River, the sidewalk foundation and the technical trench will use all the land used to dig the project roadbed coordinated along.

A quantity of excavated soil from the roadbed on the left side of the route was gathered by the contractor at the riverside sidewalk at Km 1+500 to Km 1+800.

We confirm that the land used has been evaluated by the Materials Laboratory to meet standards, the quality of input materials and the contractor is constructing in accordance with the bidding documents and approved construction methods," said the leader of the construction unit.

According to Mr. Vinh, the information provided by the people is aimed at building the quality of the project. However, due to not understanding the regulations of the dossier on using land dug from the roadbed to save costs, reduce the total investment of the project to save the State budget, there is inaccurate information.

The representative of the Supervision Consultant, a member unit under the Transport Design Consulting Corporation (TEDI), said that all input factors of the project are strictly controlled and in accordance with regulations.

All natural materials such as sand, stone, gravel, etc., before being considered and put into construction, must have a resource exploitation license according to regulations and be approved by the Management Board.

Information that the contractor used substandard construction materials and waste rock for filling is incorrect. As a project supervisor, the unit closely monitors the construction process, inspects and transfers items in accordance with construction methods.

Regarding the issue of waste, the contractor representative said that this is currently the most pressing issue during the project construction process. We have directed the construction unit to clear the waste to clear the construction site. The supervising consultant and the construction unit have requested the Management Board to work with the wards and relevant agencies to take measures to prevent waste dumping to facilitate the project construction process.

"Recently, the contractor has been constructing the sidewalk and retaining wall of Kim Nguu River. During the construction process, the unit encountered many obstacles due to illegal dumping of construction waste and household waste. Although there were stakes, ropes, and warning signs, many people still deliberately "tear down the fence, pull out the stakes" to illegally dump waste or turn the construction site into a parking lot or a place for trading, hindering the construction.

The illegal dumping often occurs mainly at night. In order to construct the sidewalk to ensure progress before the Lunar New Year, the contractor spent a lot of time and effort to clean up the waste and construction forks. There was a time in 3 consecutive nights when the contractor arranged 4 trucks and 2 excavators to clean up all the illegally dumped waste. However, the next morning, this problem still recurred," the contractor's leader informed.

Space is still a challenge

Besides the illegal dumping, the contractor representative said that the major challenge for the project at present is that the progress of site handover has not met the requirements.

According to plan, the expected handover time is in the first quarter of 2025.

The contractor representative affirmed that if the site is handed over on time, the project will be accelerated to completion in the second quarter of 2026.

Currently, on the cleared sections, the contractor has completed the final base layer and cannot proceed with the Asphalt layer because some electric poles are still within the construction roadway.

While waiting for the handover of the next sections of the site, the contractor is implementing items that do not depend on the site. The construction output to date is nearly 30/294 billion VND of the contract value.

"It should be added that the site handover work at many times only reached 40m/section. Meanwhile, to construct effectively and optimize costs, the continuous site length needs to be over 100m.

However, with the responsibility of a military enterprise for an important project of the capital and meeting the earliest completion time, bringing the project into service of the people, currently, the contractor will construct to whatever level of land is available, ignoring the story of short or long land", the contractor's leader affirmed.

According to the representative of the Project Management Board of Hoang Mai District, Hanoi, recently, the project management unit has proposed to the agencies, functional forces, and competent authorities of the local ward to increase patrols, control, and prevent violations.

"We are asking the contractor to speed up the construction of the sidewalk along the Kim Nguu River and the sections of land that have been handed over.

During the construction process, the parties closely coordinated with the People's Committees of the wards where the construction route passes through to prevent illegal dumping of waste and garbage to ensure that the construction work is not affected and to ensure urban environmental sanitation as the Lunar New Year is approaching," said a representative of the Hoang Mai District Project Management Board.

Regarding the issue of material quality, the project management representative affirmed that the contractor is constructing according to the technical design documents, and there is no such thing as materials that do not meet quality standards being used in the project.

The Tam Trinh Road expansion investment project is being implemented over a length of approximately 3.6km. The starting point connects with Minh Khai Road. The end point intersects with Ring Road 3. The road will be expanded with a cross-section of 40m.

The project started in 2016 and was expected to be completed after 3 years, but was delayed due to difficulties in site clearance.

By December 2023, the Hanoi People's Committee decided to adjust the project, increasing the investment capital to more than VND 3,300 billion. The project implementation period was also adjusted from 2016 to 2026.
