TPO – Hoang Dan Company and some other enterprises in the joint venture of the Ban Mong project were behind schedule and were repeatedly reminded and warned by the Ministry of Agriculture and Rural Development to correct their mistakes. Notably, this enterprise was also involved in the Canh Tang Reservoir Project – a key project that was behind schedule and had its budget overrun many times.

Project business profile

The Investigation Police Agency, Ministry of Public Security has just prosecuted defendant Nguyen Van Dan, Director of Hoang Dan Company and 7 others accused of violations in the investment and implementation process of Ban Mong Reservoir Project (Nghe An), causing the project to be behind schedule, causing waste to the state budget.

According to Tien Phong reporter, Hoang Dan Company (Tan An village, Gia Lap commune, Gia Vien district, Ninh Binh province), was established on February 9, 2004. This is a joint venture with 4 other contractors that won the bid for the auxiliary dam project under Package No. 36 Spillway, concrete dam, water intake and auxiliary dam with a value of nearly 1,100 billion VND in the Ban Mong project.

In this bid package, the implementation process of Hoang Dan Company, Irrigation Construction Corporation 4 and a number of enterprises is continuously behind schedule according to the approved plan.

Hoang Dan Company was assessed as not meeting the requirements regarding key personnel and progress. The Ministry of Agriculture and Rural Development (MARD) has reminded, corrected and requested investors to closely monitor the company's contract implementation process. In case of no improvement, promptly report to the Ministry to temporarily suspend participation in new bidding packages of projects managed by MARD.

In addition to the above project, according to Tien Phong reporter's investigation , Hoang Dan Company also participated in bidding package No. 17, construction and installation of equipment for the headworks cluster, Canh Tang Reservoir project (Hoa Binh province). This is also a key project of group A of the Ministry of Agriculture and Rural Development that has been delayed for many years, causing capital increase and waste. The total investment of the project increased from 3,115 billion VND to 4,128 billion VND. It was expected to be completed in 2022, but now it has been extended to 2026. Of which, the value of the bidding package implemented by Hoang Dan Company is 215 billion VND.

It is known that Hoang Dan Company also participated in many bidding packages of the Ninh Binh Province Traffic Construction Investment Project Management Board; Ha Nam Ninh Customs Department; Gia Vien District Construction Investment Project Management Board; Northern Mountainous Urban Program Project Management Board of Tuyen Quang City; Irrigation Investment and Construction Management Board 1...

A representative of the Department of Investment and Construction Management – ​​Ministry of Agriculture and Rural Development said that after some officers of Division 4 were arrested, the unit is rearranging and urging personnel to continue completing work progress according to the schedule assigned by the Government. The case is still waiting for the authorities to clarify.

Why "capital increase"?

The Ban Mong Reservoir Project in Yen Hop Commune, Quy Hop District, Nghe An (phase 1) was approved in 2009, with the Irrigation Construction and Investment Management Board 4 - Ministry of Agriculture and Rural Development as the investor. The project is invested by the State budget, from government bond capital, with a total investment of 3,744 billion VND, including compensation, support and resettlement components.

Ban Mong project is extended to December 31, 2025.

The project started in 2010 and was expected to be completed in 2015. However, due to lack of capital, the 2011-2016 phase had to be suspended. Ministries, sectors and localities have worked to resolve the issue, but the project is still sluggish due to legal problems.

Regarding this problem, a representative of the Ministry of Agriculture and Rural Development once informed Tien Phong reporter that the 2019 Law on Public Investment does not have transitional provisions for projects that were previously approved by the Prime Minister for investment policy (but did not have an investment policy decision), needing approval for additional investment capital but it is unclear whose authority to decide.

The Ministry of Agriculture and Rural Development submitted to competent authorities a project to build a water channel system (separated into an independent project) with a budget of about 1,800 billion VND, including additional funds for site clearance (mainly in Thanh Hoa province) and additional funds for construction and installation. The project was later adjusted to increase by 1,800 billion VND.

In 2022, the project will be about 95% completed with an investment capital of about VND 5,550 billion, excluding capital from enterprises investing in the hydropower component. However, the capital allocated later is still short of VND 234 billion, causing the key project of Group A of the agricultural sector to continue to be unclear about the completion date.

On October 26, 2023, the Prime Minister assigned the Ministry of Agriculture and Rural Development to review and balance within the total capital source of the medium-term public investment plan for the period 2021-2025.

Earlier this year, the Prime Minister approved adjustments to the investment policy; the Ministry of Agriculture and Rural Development approved adjustments to the phase 1 project. The goal is to complete phase 1 of the project before December 31, 2025.
