In the period of 2018-2023, the labor force of Hai Phong City tends to decrease. The labor force aged 15 and over in 2023 is 1,042.28 people, a decrease of 95,889 thousand people compared to 2018 (1,138.17 people).

However, the demand for high-quality labor has increased sharply because the structure and quality of Hai Phong City's labor force has shifted rapidly in the right direction, increasing the industrial - construction and service sectors and reducing the proportion of labor in the agricultural, forestry and fishery sectors.

By 2023, the proportion of Hai Phong's labor force in the agricultural sector will account for only 5.9% (down 15.2 percentage points compared to 2018); industry - construction will account for 52.4% (up 13 percentage points); services will account for 41.7% (up 2.2 percentage points).

With the economic restructuring, a series of large projects are being invested and implemented, social housing projects are also constantly developing in Hai Phong City.

Implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period" approved by the Government, Hai Phong is considered the leading locality in the country in implementing social housing.

Mr. Nguyen Duc Tho, Vice Chairman of Hai Phong City People's Committee, said that according to the Project to build 1 million social housing units, Hai Phong is assigned to complete 33,500 units from now until 2030. Of which, in the 2021-2025 period, 15,400 units will be completed; in the 2026-2030 period, 18,100 units will be completed.

"With the determination to exceed the target and complete before 2030, ahead of the plan assigned by the Prime Minister, Hai Phong has proactively linked social housing investment with the socio-economic development plan; considering this one of the key tasks of the Party Committee and the City Government," said Mr. Tho.

The Executive Committee of the Hai Phong City Party Committee issued Resolution No. 09 dated November 13, 2023 on social housing development in the city by 2030, in which the city has proposed specific and focused solutions to implement social housing development.

The Resolution also clearly states the view that the city's social housing development must achieve "3 goods": Good location - Good quality - Good price.

To achieve the above results, Hai Phong City focused on speeding up and shortening the time for administrative procedures in the process of reviewing and approving investment policies for social housing projects; focusing on reviewing land origins when implementing the project. The State Bank of Vietnam, Hai Phong branch, and the Social Policy Bank have actively participated in supporting investors and people to access preferential loan packages for social housing development.

Hai Phong City directs and guides agencies and units in confirming people's registration to buy social housing in accordance with the law; strictly prohibits harassment, speculation, price inflation, and differential fee collection; creates the most favorable conditions for people to access social housing and investors...

The projects being implemented and planned to be implemented are all located in prime locations in urban centers or attached to large industrial parks, with synchronous planning and design. All social housing projects are appraised, inspected, and accepted by state agencies according to regulations, ensuring fire prevention and fighting standards, and quality approaching that of commercial apartments.

Regarding the selling price of social housing in Hai Phong, there are many segments, ranging from 14-18 million VND/m2 of floor, people can choose according to their ability to pay.

Deputy Minister of Construction Nguyen Van Sinh also highly appreciated the direction, leadership and implementation of Hai Phong City in developing social housing in recent times.

Hai Phong City is continuing to promote the achieved results, and at the same time, it is expected that the city will soon complete the goal of developing social housing, continue to promote the progress of projects, and be open and transparent in the purchase and sale of social housing. Developing social housing is to unlock resources for socio-economic development, meeting the housing needs of people and workers in the coming time.

According to statistics from the Department of Construction of Hai Phong City, from 2022 to present, Hai Phong has started and is constructing 7 social housing projects with a total of over 15,000 units, including:

Social housing project of Hoang Huy New City urban area in Thuy Nguyen district with a scale of 149 apartments.

The social housing area at 384 Le Thanh Tong, Ngo Quyen district, with a scale of 1,294 apartments, has completed the roofs of 2 29-storey buildings.

Social housing area at Warehouse 3 Lac Vien (No. 142 Le Lai), Ngo Quyen district, scale of 4,448 units, under construction, expected to be topped out in 2024, 10/10 buildings will be completed and put into use in 2025.

The social housing project belongs to the Trang Due Urban Area, Commercial Service and Workers' Housing Construction Investment Project, An Duong District, with a scale of 2,538 units; 3 buildings are under construction, expected to be topped out in 2024.

Social housing construction project (phase 1) in Trang Cat ward, Dinh Vu - Cat Hai Economic Zone, scale: 4,004 units, is implementing technical infrastructure construction.

The Pegatron Company Limited worker housing project in Dinh Vu - Cat Hai Economic Zone, Dong Hai ward, with a scale of 1,562 apartments, is under construction and is expected to be put into use by the end of 2024.

Project to build apartment complex for low-income people in An Dong Residential Area, An Duong District, with a scale of 775 apartments, preparing to carry out procedures to open product sales to the market.
