The state supports 1.5 dong per hectare of land specializing in rice cultivation.

On September 11, 2024, the Government issued Decree No. 112/2024/ND-CP detailing regulations on rice-growing land. It clearly states policies to support the protection of rice-growing land; investment, investment support, infrastructure construction, application of modern science and technology for rice-growing planning areas with high productivity and quality.

New regulations on management and use of rice-growing land

According to the Decree, the State budget supports 1,500,000 VND/ha/year for land specializing in rice cultivation; supports 750,000 VND/ha/year for remaining rice cultivation land.

Support local rice production

According to the Decree, the State budget supports 1,500,000 VND/ha/year for land specializing in rice cultivation; supports 750,000 VND/ha/year for remaining rice cultivation land, except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice cultivation;

In addition, an additional support of VND 1,500,000/ha/year is provided for land specializing in rice cultivation in areas planned for high-yield, high-quality rice cultivation.

Accordingly, the use of funds allocated by the State to people who are allocated land or leased land for non-agricultural purposes from land specialized in rice cultivation must be paid according to the provisions of Clause 1, Article 12 and the State budget funds to support rice production in the local budget balance expenditure estimate according to the provisions of Clause 1, Article 14 of this Decree shall be prepared by the Provincial People's Committee and submitted to the People's Council at the same level based on the actual conditions of the locality, to specifically decide on the principles, scope, support levels and use of support funds for the following activities:

Support for rice land users: Use legal rice varieties for production; apply production processes, technical advances, and technologies recognized by competent state agencies; build demonstration models; conduct agricultural extension activities; organize training, coaching, and link production and product consumption; improve and enhance the quality of rice land; evaluate physical and chemical properties; develop agrochemical soil maps for specialized rice growing areas every 5 years; repair and maintain agricultural and rural infrastructure works in the commune; support the purchase of copyrights for protected rice varieties.

Including investment policies, supporting infrastructure investment, applying modern science and technology to rice growing planning areas with high productivity and quality.

According to the Decree, the State's investment in infrastructure development from the central budget with additional targeted funds for localities is carried out in accordance with the principles, criteria and norms for allocating public investment capital from the state budget in each medium-term period issued by competent authorities, in which priority is given to investment in irrigation and traffic works in rice-growing planning areas with high productivity and quality; the process and procedures are implemented in accordance with the law on public investment.

Investment support for businesses

According to the Decree, enterprises are supported by the state budget with up to 100% of the cost when investing in the construction of irrigation and traffic works in areas planned for high-yield and high-quality rice cultivation.

Projects applying certified greenhouse gas emission reduction rice production processes; projects applying circular economic models; certified organic production projects; projects linking rice production along the value chain.

Projects on processing food products; projects on producing biological products, processing raw materials and high-tech products from rice, rice and rice by-products that comply with legal regulations on high technology.

The Decree clearly states that the project as prescribed in point (i) above must have an area of ​​500 hectares or more, the project as prescribed in point (ii) must have a total investment of 30 billion VND or more, and the state budget will support a maximum of 40% but not more than 15 billion VND/project to purchase production lines, equipment, technology, and technology copyright.

Capital sources, subjects, support processes, procedures and implementation procedures for support are implemented according to Government regulations on policies to encourage enterprises to invest in agriculture and rural areas.

Capital sources and support procedures for economic organizations with foreign investment capital are implemented according to separate provisions of law.

Investment support for cooperatives and cooperative unions

According to the Decree, investment projects to develop infrastructure in areas planned for high-yield and high-quality rice cultivation are allowed to use State policies according to the Government's guidance detailing the implementation of a number of articles of the Law on Cooperatives.

Cooperatives and cooperative unions link up to implement one of the following projects in the planned area for high-yield, high-quality rice cultivation: Project applying certified greenhouse gas emission reduction rice production process; certified organic production project; project linking rice production according to the value chain.

Projects on production and processing of food products; projects on production of biological products, processing of raw materials for high-tech products from rice and by-products from rice.

The draft clearly states that the project specified in point (iii) must have an area of ​​100 hectares or more, the project specified in point (iv) will be supported by the State with a maximum of 100% of the investment capital for project infrastructure construction costs, purchase of production lines, equipment, technology, and technology copyrights, but not exceeding 5 billion VND/project.

Forms of support, support levels, regulations on support from public investment capital, procedures for synthesizing support needs, support implementation methods and post-investment management mechanisms shall comply with the provisions of the Law on Cooperatives and documents guiding the implementation of the Law on Cooperatives on policies to support investment in developing infrastructure and equipment.

Projects under the above provisions shall receive one-time support from the State. In case a project or project item has received support from the State budget under this Decree, it shall not receive support from the State budget under other legal provisions and vice versa.
