The state has invested, why do cultural workers still feel deprived?

On the morning of December 9, in Hanoi, the Vietnam National Institute of Culture and Arts in coordination with the People's Committee of Hoan Kiem District organized a scientific workshop "Investment and funding for culture: International experience and lessons for Vietnam".


Why is investing in culture difficult?

The scientific conference "Investment and funding for culture: International experience and lessons for Vietnam" attracted many experts and scientists in the field of culture and arts at home and abroad.

Speaking at the workshop, Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts, stated that in recent years, culture has played an increasingly important role in the country's development. Therefore, mobilizing resources for cultural development is necessary, so that culture is one of the four pillars of sustainable national development along with economy, politics and society.

According to Associate Professor Dr. Nguyen Thi Thu Phuong, in Vietnam, the implementation of investment projects and funding for culture faces many difficulties due to the lack of a clear legal framework and support from the government. Coordination between state agencies and businesses in the cultural sector is still lacking, leading to ineffective exploitation of resources.

In addition, the lack of publications and scientific conferences in this field also makes it difficult for researchers, managers and potential investors to find in-depth information.

This not only limits access to knowledge, but also reduces opportunities for networking and collaboration among stakeholders. As a result, many potential initiatives and projects are not effectively developed or implemented.

What can Vietnam learn from the international community in investing in culture?

The scientific conference "Investment and funding for culture: International experience and lessons for Vietnam" is expected to be a bridge to help scientists, managers, domestic and international enterprises share experiences and innovative thinking in mobilizing resources for the cultural sector; discuss policies to promote cooperation between stakeholders for the sustainable development of Vietnamese culture.

There were about 20 presentations and opinions presented and discussed at the workshop. The workshop focused on three groups of issues: Investment and funding for culture in Vietnam - Multidimensional perspectives; Investment and funding for culture - International experience and issues; Investment and funding for culture - Objectives, policy tools and initiatives to position the brand "Hanoi Creative City".

Authors such as Associate Professor, Dr. Nguyen Thi Thu Phuong - Do Thi Thanh Thuy (Vietnam National Institute of Culture and Arts), Mr. Jérémy Segay (Audiovisual Attaché of the French Embassy in Vietnam), Associate Professor, Dr. Nguyen Thi Anh Quyen (Hanoi University of Culture) presented research, evaluation, synthesis and experience on investment and funding for culture in a number of countries and from there, suggested directions for application in Vietnam.

Accordingly, Mr. Jérémy Segay cited specific examples from France's public mechanism in supporting cinema. Specifically, French television companies must invest back into the production of television series.

The group of authors Nguyen Thi Thu Phuong - Do Thi Thanh Thuy mentioned the French cultural management model with the creation and promotion of creativity based on large state support and investment diversification.

From here, we can draw some lessons for Vietnam from the state governance and investment model, including: Diversifying financial sources; encouraging private sector participation; allowing the creation of self-generated revenue sources; developing sustainable cooperation models.

Citing evidence from cultural investment activities in countries such as China, Japan, and South Korea, Dr. Ha Huy Ngoc (Vietnam Economic Institute) said that we need to strengthen research work, selectively absorb the world's cultural quintessence and advanced science to perfect and enrich Vietnam's cultural and knowledge treasure.

At the same time, we also need to bring the quintessence of Vietnamese culture to the world, contributing to supplementing the quintessence of human culture; fighting against unhealthy cultural products from outside entering Vietnam.

Investment in culture is still scattered, lacking focus and synchronization.

Speaking at the discussion, musician and music producer Nguyen Quoc Trung said that over the past years, the State has invested in culture, although not much, but it is expected that in the future, the investment level will increase even more.

However, investment is often scattered, lacking focus and synchronization. In particular, there is a lack of specific goals and objective evaluation of investment efficiency.

The musician believes that without proper assessment, we will not be able to build appropriate strategies and accurately identify the goals and areas that need investment.

All these factors lead to a situation where, although the State has been investing, cultural workers and artists still feel deprived and do not have the opportunity to access or use those investment resources.

To solve the above situation, musician Quoc Trung said that we need to focus on investment issues in building and improving infrastructure and the capacity of the creative team.

According to the musician, the gap and empathy between management agencies and creative artists is currently quite large, creating a barrier that hinders development.

"In addition, Vietnam needs to consult and cooperate more with foreign experts on creative industry development strategies. With advanced and sustainable development and management policies, we build a creative industry.

In addition, it is necessary to raise awareness among state management officials so that they can be more sympathetic, cooperate effectively, and together create an environment that promotes creativity," musician Quoc Trung added.

Meritorious Artist Cao Ngoc Anh (Deputy Director of the Youth Theater) also said that the performing arts sector currently has many shortcomings. Specifically, this sector is not synchronized from institutions to infrastructure and human resources.

Going back from human resources - the system of performing artists, creative teams and professional technicians is still lacking and very weak.

"Institutions serving the performing arts sector are still lacking and weak. In the capital Hanoi, theaters that meet international standards can be counted on the fingers of one hand. Currently, only the Hanoi Opera House and the Hoan Kiem Theater meet group A standards in the world; the rest are too old to satisfy high-quality art programs.

Outdoor venues with capacity for large music shows must also take advantage of stadiums and gymnasiums," Meritorious Artist Cao Ngoc Anh said.

At the workshop, delegates also discussed the practical investment activities, financial support from the public and private sectors and contributions from other diverse sources for cultural, artistic and creative activities in Hanoi in particular and in Vietnam in general in recent times, as well as in the goal of positioning the local brand.
