On the afternoon of December 30, Prime Minister Pham Minh Chinh chaired a dialogue conference with Vietnamese farmers in 2023 with the theme: Farmers are the subject and center in agricultural development, rural economy and building green and sustainable new rural areas.

In his opening remarks, Prime Minister Pham Minh Chinh requested an overall, objective, comprehensive and inclusive assessment of the situation and work done; and proposed directions and tasks for the coming time to realize the goals of "modern countryside, civilized farmers, ecological agriculture", and intellectualizing farmers.

The Prime Minister emphasized the need for substantive dialogue, going straight to the situation, the bottlenecks, difficulties, and obstacles that need to be resolved, and after the dialogue there must be progress. The final thing is to produce concrete products, money, rice, roads, etc., to further change the face of the countryside and the lives of farmers, with the spirit that farmers are the center, the subject, the countryside is the foundation, and agriculture is the driving force.

At the dialogue, farmers asked questions about policies and solutions to support them in transforming production thinking, market issues, production linkage, digital transformation, agricultural tourism development, agricultural product consumption markets, etc.

According to Prime Minister Pham Minh Chinh, agricultural development requires five important elements: Brand, planning, enterprises, banks, and application of science and technology.

First of all, there must be a brand, and a planning of raw material areas to ensure stable production and sufficient output according to the market. Enterprises supply input products and take care of output for farmers. Banks provide capital with appropriate incentives, and science and technology help increase product value.

To have these factors, farmers must have a specific plan according to the law of supply and demand and the law of competition, so that all parties can participate in cooperation and support.

Regarding production linkage, the Prime Minister reiterated the saying "if you want to go fast, go alone, if you want to go far, go together" and noted that in the new context and before the laws of supply and demand and the laws of competition, the requirement is to link.

Farmers need to unite in the direction of harmonious benefits and shared risks, from which cooperatives can compete healthily; create product chains, value chains, diversify markets, diversify products; promote investment, promote trade...

The Prime Minister also emphasized the circular economic model, for example the shrimp farming and rice growing ecosystems. The State must also have mechanisms and policies, negotiate and sign free trade agreements, create opportunities for businesses to provide input products such as fertilizers, biological products, etc. and take care of product output. Banks must participate with appropriate credit.

At the dialogue, the Prime Minister also requested to promote three strategic breakthrough solutions for the agricultural sector: Perfecting synchronous institutions, developing human resources, especially high-quality human resources, and building an infrastructure system.

" 2023 is a difficult year, but agriculture still grows, up 3.83%; exports still meet the target, at least 53 billion USD, of which more than 10 industries achieve 1 billion USD or more. Those achievements have great contributions from farmers. Obviously, this is the result of turning the situation around.

In that difficult context, up to now, the State Bank has also disbursed more than 70% of public investment capital for economic development. The Party and the State have policies, mechanisms, and resources, but farmers still have to increase their autonomy, develop with their own hands and minds, and not rely on others, " said the head of the Government.

In his closing speech at the conference, the Prime Minister affirmed that the contribution of agriculture, rural areas and farmers to the country's overall achievements is enormous and extremely important; affirming the role and position, contributing to further solidifying the foundation for the country's rapid and sustainable development.

After listening to many opinions from farmers, businesses, and ministries, Prime Minister Pham Minh Chinh assessed that the dialogue took place in a democratic, responsible, and effective atmosphere, addressing many issues, contributing to resolving a number of difficulties and bottlenecks in the spirit of starting from practice, respecting practice, closely following practice, and taking practice as a measure, even though one dialogue cannot solve all the problems of agriculture, farmers, and rural areas.

The Prime Minister assigned ministries, branches and agencies to absorb opinions, complete and submit specific and suitable products after the conference for effective and synchronous implementation.
