Phuong Dinh Waste Treatment and Processing Plant: When will it be revived?

Completed and put into use since April 2016, but due to frequent equipment breakdowns, Phuong Dinh Waste Treatment and Processing Plant (Phuong Dinh Commune, Dan Phuong District) officially closed in 2018.

After more than 8 years of being “shelved”, most of the factory’s items are now severely damaged, rusted, and unusable, causing a huge waste of land and invested capital. Voters in Dan Phuong district hope that the project will soon be revived, contributing to the thorough treatment of waste in the area.

The factory was built and then abandoned, wasting away.

According to the investigation of the Hanoi Moi Newspaper reporter, the Phuong Dinh Waste Treatment and Processing Plant Project, invested by Thanh Quang Investment Joint Stock Company, was granted the first investment certificate by the Hanoi People's Committee in March 2012.

The project has a capacity to treat 200 tons of domestic waste per day and night, with a total investment of nearly 251 billion VND, and a land area of ​​4.75 hectares in Phuong Dinh commune. The project's goal is to treat all domestic waste generated in Dan Phuong district, neighboring districts and non-hazardous industrial waste from craft villages and industrial parks in the city, meeting Vietnam's environmental standards and regulations.

After the Phuong Dinh Waste Treatment and Processing Plant Project completed investment and came into operation (April 2016), the plant encountered many difficulties due to the application of inappropriate waste treatment technology, not ensuring the conditions of standards according to current legal regulations, leading to the suspension of operations from 2018 to present.

Seeing a large project with hundreds of billions of dong invested and abandoned for a long time, the people of Phuong Dinh commune are very sad. Mr. LVĐ of Ich Vinh village (Phuong Dinh commune) said: “Every time I pass by the Phuong Dinh Waste Treatment and Processing Plant, I feel sorry. Seeing the massive property increasingly degraded while local waste has to be transported to Soc Son district or Son Tay town for treatment, the people are very upset. Although voters have repeatedly requested the City People's Committee to take measures to handle the situation and put the plant back into operation, there has been no change yet.”

On April 15, investigating the reality at Phuong Dinh Waste Treatment and Processing Plant, reporters noted that most of the construction items and equipment of the plant have seriously degraded, with overgrown grass around. Some sections of the waste pipeline, waste treatment equipment... have been disassembled and rusted. The factory's chimney is also full of holes, at risk of collapsing at any time...

Speaking to reporters, Chairman of Phuong Dinh Commune People's Committee Nguyen Van Khang said that, in the face of the Phuong Dinh Waste Treatment and Processing Plant being out of operation for many years, during meetings with voters, people in the commune continuously requested the City People's Committee to find a solution to put this facility back into operation soon or change its purpose to another project to avoid wasting land.

Efforts to revive the project

It is known that on July 2, 2024, the Hanoi Department of Planning and Investment (now the Department of Finance) issued Official Dispatch No. 2989/KH&DT-DT notifying the conclusion of the Hanoi People's Committee's direction on allowing proactively seeking investors to cooperate in order to continue implementing the Phuong Dinh Waste Treatment and Processing Plant Project.

To date, Thanh Quang Investment Joint Stock Company has found a partner with financial capacity and knowledge of waste treatment technology to cooperate in investment. Specifically, a number of shareholders have signed a contract to transfer 85% of shares of Thanh Quang Investment Joint Stock Company.

Regarding this issue, Chairwoman of the Board of Directors of Thanh Quang Investment Joint Stock Company Phan Thi Nga said that the Company has been restructuring and perfecting its organizational structure to improve the effectiveness and efficiency in general business management and operation and reinvestment in the Phuong Dinh Waste Treatment and Processing Plant Project in particular. With the determination to revive the project and put the plant back into operation soon, the company has worked with a number of partners on the provision of machinery and equipment for waste treatment technology; selecting technology and building and completing legal documents to submit to competent authorities for consideration and approval. The total investment for the Phuong Dinh Waste Treatment and Processing Plant Project is expected to be 1,600 billion VND, the project capacity is expected to increase from 200 tons of waste/day and night to 800 tons of waste/day and night.

“We are working hard to speed up the completion of the project adjustment documents and apply for an operating license. After the project is approved, the company will proceed with construction, renovation of infrastructure, factories, and investment in machinery, equipment, and waste treatment and processing technology lines, striving to complete and put the project into operation in 2028,” Ms. Phan Thi Nga affirmed.

Hopefully, with the determination of the investor, and the support of local authorities and competent agencies, the Phuong Dinh Waste Treatment and Processing Plant Project will soon revive and resume operations, avoiding waste and contributing to waste treatment in Dan Phuong district and neighboring localities.
