To implement the policy of turning off 2G waves, the Ministry of Information and Communications has directed telecommunications enterprises to implement solutions such as communicating to each subscriber, supporting terminal devices for users, especially vulnerable users such as the elderly, low-income people, people in remote areas, border areas, and islands.
In fact, network operators are actively responding to this policy, and at the same time, introducing many specific measures to push 2G subscribers to 4G before the September 16 deadline.
Sharing at the seminar "2G shutdown, what do people need to prepare?" organized by VietNamNet Newspaper in collaboration with the Department of Telecommunications (Ministry of Information and Communications), network operators are showing great determination in implementing the policy of shutting down 2G waves of the Ministry of Information and Communications.
According to Mr. Le Dac Kien, Deputy General Director of VNPT VinaPhone, VinaPhone determined that sooner or later it would have to turn off 2G waves, so it has prepared a roadmap for this early. The 2G wave shutdown policy of the Ministry of Information and Communications will help the network operator speed up the implementation of this roadmap.
The Deputy General Director of VNPT VinaPhone said that there are currently about 1.5 million 2G subscribers on the network. VinaPhone committed to converting all of these customers to 4G subscribers by September 2024.
To prepare for the conversion, in terms of network infrastructure, VinaPhone has increased 4G coverage to replace 2G coverage and proactively purchased low-cost smartphone terminals and 4G feature phones to support the conversion for users.
“ We have advised customers to prepare mentally, sooner or later they will have to change to 2G devices. 2G subscribers need to prepare funds to upgrade their terminal devices. The network will support some part but not all. VinaPhone has also assigned staff in each area to support the transition process for users ,” Mr. Kien shared.
Mr. Bui Son Nam, Deputy General Director of MobiFone, said that the rate of 2G users on this network is currently decreasing very quickly, only about less than 5% of total subscribers.
Since March 1, 2024, MobiFone has not allowed non-compliant 2G devices to connect to the network. To ensure customer rights, compliant devices can still be used until September 15. However, the network operator has also actively advised users on switching devices.
In order to reduce the rate of 2G devices on the network, MobiFone has deployed many solutions to support customers in switching to 4G smartphones and feature phones, supporting service packages, and participating with device retail chains.
According to Mr. Bui Son Nam, during the transition, users can also choose to use "cloud phone", a type of device that does not require a very strong configuration, but can still provide many services at a reasonable price.
“ Currently, 100% of MobiFone users’ 2G SIMs have been converted. All MobiFone customers have 4G SIMs, and only need a terminal device that supports 3G or 4G to be able to use it, without having to change SIMs ,” affirmed the Deputy General Director of MobiFone.
According to Mr. Nguyen Trong Tinh, Deputy General Director of Viettel Telecom, Viettel is the network operator with the largest number of subscribers, so the number of 2G subscribers is also large. In the first 6 months of 2024, Viettel converted more than 2 million 2G subscribers to higher technologies, much more than in previous years.
Mr. Tinh said that this result came from the close direction of the Department of Telecommunications. “We have regular meetings every week with the Department of Telecommunications. Thanks to the coordination with the Departments of Information and Communications across the country, together with the joint efforts of the district, commune and county authorities, the press agencies and the efforts of businesses, the number of converted subscribers has increased dramatically,” said a representative of Viettel.
Viettel also offers very strong policies, reducing device prices by 30-50%, at the same time, communicating widely to users through digital technology teams and prestigious people in the community. Viettel even organizes mobile sales to the commune level with 24/7 conversion support points.
According to Mr. Dang Dang Tung, Head of Vietnamobile Subscriber Development Department, to implement the policy of turning off 2G waves, this network has implemented 3 synchronized solutions in terms of infrastructure, business and communication to users.
Vietnamobile has proactively turned off 2G stations, especially those with low traffic, and at the same time, launched tariff packages, coordinated with distribution channels and points of sale to support customers in switching. At the same time, this network has also deployed communication solutions by sending messages to all customers.
Regarding the new virtual network operator VNSKY, Mr. Nguyen Van Dung, Director of VNSKY, said that the customers of this unit are young people using smartphones. The number of 2G subscribers of VNSKY is currently insignificant, only less than 100 subscribers. This is a very favorable condition for the network operator in supporting customers to switch.
“ VNSKY has sent messages and called customers directly to notify them, and is working with Hoang Ha Mobile to support users in changing their phones. Accordingly, VNSKY will give users 6 months of service packages when they successfully switch ,” said Mr. Dung.
At the seminar, telecommunications businesses all expressed their desire to have the support of state management agencies in communicating policies and supporting users with equipment conversion costs to reduce some of the burden, thereby helping network operators to complete the goal of turning off 2G waves.
