Although he still has more than 6 years of work left, Mr. Phan Thanh Chung, former Head of the Propaganda Department of Loc Ha district (Ha Tinh) has applied for early retirement to set an example and create conditions for young cadres.
According to information obtained by VietNamNet, Thach Ha district (Ha Tinh) has had 46 civil servants and public employees apply for early retirement. Among them, there are department heads who, although they still have 5-10 years of work left, have voluntarily resigned.
Notably, Mr. Phan Thanh Chung (born in 1969), member of the Standing Committee of Thach Ha District Party Committee, former Head of the Propaganda Department of Loc Ha District, has submitted an application for early retirement.
Speaking to reporters, Mr. Chung said that he has worked in Loc Ha district for nearly 18 years. Before Loc Ha district merged with Thach Ha district, he held the position of Head of the Propaganda Department of Loc Ha district. After that, he was a member of the Standing Committee of Thach Ha district Party Committee.
According to Mr. Chung, although he still has more than 6 years of work left, yesterday (January 15), he sent a request to the Standing Committee of Thach Ha District Party Committee and the agency's leadership to retire early.
"Streamlining and reorganizing the apparatus is one of the urgent tasks and requirements for the new stage of the country. District leaders have encouraged people to retire early to give opportunities to young people to contribute," said Mr. Chung.
Mr. Chung said he has participated in compulsory social insurance since April 1990. His current salary is more than 26 million VND/month.
"My request to return at this stage is suitable for the general situation and requirements, meeting the wishes of individuals and the collective.
I still have many years of work left, but while the government is promoting streamlining, and I have been working in propaganda for many years, I am resigning to set an example. I find the treatment appropriate and the policy for those who retire worthy," Mr. Chung shared.
"Thach Ha district merged into '4 in 1'. Specifically, 2 districts merged into 1 district, the Propaganda Department and the Mass Mobilization Department merged, so there were a lot of redundant staff. If I stayed, I would 'block the way' for young people with health, capacity, qualifications, and qualities... My retirement is also an opportunity for others to develop.
Furthermore, I came back to organize to avoid confusion in the arrangement work. There are many people planning for the same title and position but only one person can be arranged," Mr. Chung added.
A representative of the Organizing Committee of Thach Ha District Party Committee said: "Currently, Decree 178 does not have specific instructions, but based on the regulations, the district is temporarily calculating the regime for officials who retire early. Mr. Chung's current salary is quite high, if he retires early, he will receive support of about 2.5 billion VND".
According to the representative of the Organizing Committee of Thach Ha District Party Committee, after the policy of merging Loc Ha district into Thach Ha district was approved, the district established a policy advisory and guidance team.
"Based on Decree 178, the district will summarize the cadres in the framework who can retire and enjoy the policy and temporarily calculate the post-retirement benefits," informed a representative of the Organizing Committee of Thach Ha District Party Committee.
