Policy credit capital helps women rise up

Over the years, the Women's Union of Dong Hy district has been entrusted and managed well the preferential capital source from the Vietnam Bank for Social Policies (VBSP) to help members borrow capital to develop production and increase income. From the loan capital, many female members have had the conditions to produce and do business, stabilize their family life, escape poverty, and gradually become rich legitimately.

Ms. Vuong Thi Quynh Anh, President of the Women's Union of Dong Hy district, said: The union currently has 21,369 members, operating in 143 branches and 15 grassroots associations. In the area, many female members live in remote areas, with many difficulties in life. Therefore, every year, the district Women's Union takes advantage of capital sources, especially preferential policy capital from the Vietnam Bank for Social Policies, to create conditions for female members to borrow.

To effectively implement this policy credit, the District Women's Union has signed a district-level agreement between the union and the district's Bank for Social Policies in entrusting activities; coordinated to organize training for grassroots unions and heads of savings and loan groups (TK&VV) to effectively manage loan sources; actively propagated to women's union members to grasp loan procedures, consulted and guided borrowers to save regularly to repay loans on time.

In addition to helping women members access policy capital, every year, the Women's Union at the grassroots level coordinates with sectors to organize training, vocational training, job referrals, and communication for women members about starting a business, economic development, and helping them access policies to support women in developing production and starting businesses.

In 2024 alone, the Women's Union at the grassroots level coordinated to organize 12 vocational training classes on green tea, black tea, food processing, and sewing for 241 female students. The District Women's Union coordinated with the Agricultural Service Center and the District Department of Agriculture and Environment to open 15 training classes on transferring science and technology to 675 members... Through that, many member households have built suitable economic models, escaped poverty, and had stable lives.

Ms. Phan Thi Hoa, in residential group 1, Song Cau town, previously had many difficulties in her family's life due to lack of capital and production experience. Thanks to the propaganda, consultation and connection with the district's Social Policy Bank by the Women's Union officials, in 2020, her family was able to borrow 100 million VND. By effectively using policy capital, Ms. Hoa's family escaped poverty in 2024.

Ms. Phan Thi Hoa: My family has 5,000m2 of land for growing tea. After receiving a loan, I invested in replacing hybrid tea varieties, installing an energy-saving irrigation system, and buying a tea roasting and rolling machine. Having participated in a tea training course organized by the Commune Women's Union, I also boldly made dried tea to sell to the market instead of selling fresh tea as before. The selling price is higher, so my income is gradually stable.

Since 2020, the District Women's Union has coordinated to support and help 237 poor households and 142 near-poor households escape poverty, contributing to reducing the overall multidimensional poverty rate of the whole district over the years, down to only 7.16% in 2024. Along with that, the union's grassroots units have also helped 114 women start businesses in various fields by supporting access to loans from the Vietnam Bank for Social Policies with a total amount of over 4 billion VND.

Ms. Nguyen Thi Binh, Director of Thien Phuc Medicinal Herbs Cooperative (Minh Lap Commune) shared: 2 years ago, thanks to a loan of 200 million VND from the Vietnam Bank for Social Policies, I invested in upgrading the medicinal herb production process, growing ginseng, Morinda officinalis, raising medicinal chickens... In 2024, with the attention and support of the Women's Union at all levels from the province and district, I competed and won third prize in the national final of the "Women's Creative Startup and Green Transformation" Contest with the theme "Applying science to develop a circular medicinal herb agricultural chain in an organic direction to create green energy".

Up to now, the District Women's Union has been implementing the entrustment program well with the District Social Policy Bank, managing 68 savings and loan groups with over 3,305 members, total outstanding loans of over 160 billion VND with 12 loan programs. The effectiveness of the entrustment activities has had a positive impact on the quality of the union's activities and the women's movement, increasing the membership attraction rate to 60%.

Through the loan activities, the majority of women have boldly invested in developing the family economy, affirming their role as owners. In the coming time, the Association will continue to promote propaganda, guidance, and help women improve the efficiency of using loans, contributing to poverty reduction and economic development in the area.
