On December 26, the Standing Committee of Ha Long City Party Committee (Quang Ninh) coordinated with the Vietnam Economic Institute under the Vietnam Academy of Social Sciences to organize a workshop on "Promoting green economy, digital economy, heritage economy" in Ha Long City.
Associate Professor Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics, said that revenue from tickets to visit Ha Long Bay, only about 1,000 billion VND in 2024, is not commensurate with a world natural heritage that has been honored by UNESCO three times, and possesses many outstanding strengths that no other place has.

"If we look at Shenzhen City (China), from a poor fishing village, this city now earns over 10 billion USD in revenue each year from tourism, while the initial investment cost for this field is only about 5 billion USD," said Dr. Tran Dinh Thien.
To further enhance the heritage economy, Dr. Tran Dinh Thien said that Quang Ninh province needs to empower Ha Long City according to the mechanism of "local self-determination, self-doing, self-responsibility" so that this locality can promote its autonomy and creativity in solving development issues within the framework of the approved master plan.
Meanwhile, according to Professor Dr. Nguyen Van Kim, Vice Chairman of the National Cultural Heritage Council, in the near future, if the Yen Tu - Vinh Nghiem - Con Son and Kiep Bac relic complex is recognized as a world cultural heritage, Quang Ninh province will have two world heritages, both on the mountain and under the sea. Therefore, there is still a lot of room, the locality should consider combining these two cultural spaces to spread and increase revenue.
Speaking at the workshop, Mr. Vu Quyet Tien, Secretary of the Ha Long City Party Committee, affirmed that in the coming time, the locality will focus on promoting green economy and digital economy to increase the value and enhance the economic status of Ha Long Bay heritage. Accordingly, the locality will apply artificial intelligence (AI) to manage boats and provide tourist guides. Along with that, Ha Long City will use virtual reality and augmented reality technology to help customers experience online, attract tourists; use big data and AI to analyze customer behavior and build effective promotional campaigns.
