Vietnam Social Security said it will change the initial health insurance registration place of participants based on the health insurance card database. If the information on the paper and electronic health insurance cards is different, the information on the electronic health insurance card will be implemented.

The provisions of the Law amending and supplementing a number of articles of the Law on Health Insurance clearly state that health insurance participants have the right to register for initial health insurance examination and treatment at primary or basic level medical examination and treatment facilities and have the right to change the initial medical examination and treatment facility within the first 15 days of each quarter.

The Insurance Agency said that the allocation of the number of health insurance cards to medical facilities aims to ensure balance and suitability with the initial medical examination and treatment needs of the people as well as the response capacity of medical examination and treatment facilities and the actual capacity of the locality.

Currently, medical examination and treatment facilities are divided into 3 levels of technical expertise: Initial level (medical stations, general clinics, regional general clinics, etc.); Basic level (former provincial hospitals and some district hospitals currently classified as basic level with a score below 70); Advanced level (such as specialized hospitals, special-class hospitals, etc.).

In addition, the Insurance Agency said that in case a person registers for initial health insurance (at a specialized or basic health facility) but goes to a medical examination or treatment at a place other than the original registration due to a change in temporary residence or place of residence, he/she will be examined and treated at a basic health facility (appropriate to the new temporary residence or place of residence) and will be paid by the Health Insurance Fund as if he/she is in the right place. Specifically, a health insurance participant who changes his/her place of residence for less than 30 days and declares his/her residence information according to regulations, when he/she goes to a medical examination or treatment at a place other than the original registration, will receive 100% of the benefits when examining and treating.

This regulation aims to ensure the rights of students during summer vacation, workers during family leave... This regulation also applies to cases of people going on business trips to other provinces and centrally-run cities; Workers in other provinces during family leave; Mobile workers in other provinces; People going to other provinces to visit family members according to regulations...

However, in these cases, updated residence information must be provided on the level 2 electronic identification account on the VNeID application. In cases of changing temporary residence, health insurance participants must present to the health insurance medical examination and treatment facility one of the documents proving information on the change of temporary residence./.

Another noteworthy point, according to Official Dispatch 168/Social Insurance-QLT, from June 1, 2025, the Social Insurance agency will only issue paper Health Insurance cards to those who cannot install the VssID, VneID applications and do not have a Citizen Identification Card (CCCD) with a chip.
