According to the leaders of Chu Van An Secondary and High School (Mong Cai City, Quang Ninh Province), at around 12:15 p.m. on October 1, a car with license plate 14A-047.85 driven by Ms. Tran Thi My H. entered the school yard to pick up her child and collided with an electric bicycle driven by Pham Thi TH (a student in class 10A3). The 10th grade female student fell into the school yard, her leg stuck under the car's wheel, while the electric bicycle was neatly placed under the car.

Upon discovering the incident, many students helped lift the car and get the female student out. The victim, Nga, was then taken to the emergency room.
After the incident, the school invited the ward police to come and record the incident. After receiving information about the incident, Mong Cai City People's Committee assigned the police to verify and clarify the case.
Information from a representative of Chu Van An Secondary and High School said that according to school regulations, parents are not allowed to drive into the school yard to pick up students, but due to the school's lack of strict control and prohibition, the unfortunate incident occurred.
