In Circular No. 35/2024 on training, testing, and granting driving licenses effective from January 1, 2025, the Ministry of Transport stipulates training and class B driving licenses for drivers of automatic and electric vehicles.
Specifically, the license type for drivers will be labeled Class B, with the caption " Issued to people who are only allowed to drive automatic transmission cars, including electric cars ."
Circular No. 35 also stipulates that the training program and time for electric car drivers are the same as for automatic cars. To get a Class B driver's license, it takes 203 hours, while those learning to drive a manual car need a longer time of 235 hours.
Regarding theoretical training, learners of electric cars and automatic cars will have to study for 136 hours, including road traffic laws; structure and common repairs; traffic culture; fire prevention, fire fighting and rescue skills; driving techniques; learning software to simulate traffic situations.
In terms of practice, learners of electric cars and automatic cars will practice on the driving range for the same amount of time as manual cars, which is 41 hours, and driving on the road for 24 hours. The total practical training distance for electric car learners is 1,000 km, and for manual cars is 1,100 km.
According to the representative of the Circular Drafting Committee, the way of operating and using electric cars is no different from that of automatic cars, only the name is different. Therefore, electric car drivers are trained and granted driving licenses similar to those of automatic cars.
Circular 35 also stipulates that people with a driving license are only allowed to drive the type of vehicle listed on the license. Thus, people with a Class B automatic or electric vehicle driving license will not be allowed to drive a manual transmission vehicle.
People who have had a Class B1 automatic driving license issued before the effective date of the circular can change or re-issue a Class B driving license, stating: " Issued to people who are only allowed to drive automatic transmission cars (including electric cars) ".
Currently, automatic car drivers are granted a B1 license. However, according to the Law on Road Traffic Safety (effective from January 1, 2025), class B is combined between the B1 license (granted to non-professional drivers of cars with up to 9 seats; trucks under 3.5 tons) and the B2 license (granted to professional drivers of cars with up to 9 seats; trucks under 3.5 tons).
People with automatic B1 license who want to switch to manual transmission must register and complete the program to receive a new license.
