Conference Overview
Minister of Construction Nguyen Thanh Nghi and representatives of units under the Ministry of Construction and Departments of Construction nationwide attended the Conference. The Conference was held in person and online.
At the Conference, representatives of the Information Center - Ministry of Construction reported on the implementation of digital transformation in the construction industry, the results achieved and some difficulties and limitations encountered, and introduced key tasks and solutions to promote digital transformation in the coming time.
Changing awareness and actions on digital transformation in the Ministry of Construction
Speaking at the Conference, Minister of Construction Nguyen Thanh Nghi said that the Ministry of Construction has issued a digital transformation plan for the sector for the period 2020-2025, with a vision to 2030, and has achieved some positive results. This is a clear change in awareness and action on digital transformation in units within the Ministry and the sector.
Minister of Construction Nguyen Thanh Nghi: The rate of online application submission in 2024 has reached 87%, three times higher than in 2020, putting the Ministry of Construction in the top 6 in terms of service index for people and businesses.
The work of building and perfecting the legal institutions of the Construction sector and the reform of administrative procedures have integrated digital transformation content, reducing citizen paperwork, creating convenience for people and businesses in handling administrative procedures. In particular, the Ministry's administrative procedure handling information system has been upgraded and synchronously connected with the National Public Service Portal and national databases on population, helping to facilitate people and businesses. The rate of online submissions in 2024 has reached 87%, three times higher than in 2020, putting the Ministry of Construction in the top 6 in terms of service index for people and businesses.
However, the Minister also pointed out a number of challenges facing the digital transformation process, including: Limited awareness and skills in using digital technology of a number of officials and civil servants; Shortage of human resources in information technology and information security, limited resources for digital transformation, and slow data digitization. In addition, new technology platforms such as AI, BIM, GIS, etc. are still slow to be deployed and applied.
Also at the Conference, representatives of the Department of Urban Development, Ministry of Construction; Ministry of Public Security, Viettel Group, VNPT had a number of important presentations related to digital transformation, databases... in the Construction industry.

At the conference, Minister Nguyen Manh Hung shared some experiences and approaches to digital transformation after 5 years of implementing national digital transformation. In the era of rapidly developing digital technology, learning from successful digital transformation models is the best way to learn. "The best way to learn something new is to go to school, especially things that others have done successfully," the Minister of Information and Communications shared.

Last June, the National Committee on Digital Transformation held an important conference on successful digital transformation models at the ministerial and sectoral levels for replication at the Supreme People's Court. In the coming time, at the end of the third quarter, the National Committee on Digital Transformation will hold two more conferences on successful models: the online public service model and the smart operation center model.
After many years of digital transformation, we have summarized successful lessons to replicate and popularize. The Commander of the Information and Communications Industry encouraged the Ministry of Construction to refer to successful models of domestic ministries, sectors, and localities, and of the Ministry of Construction of countries around the world. The Minister believes that today, the way to become the best is not to create everything yourself, but to know who is best at what, from there learn and apply. This is also Viettel's approach in developing high technology.
AI does not replace humans
Regarding AI applications, Minister Nguyen Manh Hung said that the Ministry of Information and Communications is currently focusing on using AI as an assistant, helping people. However, it is necessary to think that AI is just an assistant, still under human control. Even though AI is smarter, has more information, more knowledge, the ultimate goal is to help people make decisions and work better. This is a very humane approach: AI does not replace people. With the support of AI, we can do better work, lighten the load, the Minister emphasized.
In this spirit, the Ministry of Information and Communications has officially launched three virtual assistant projects. One virtual assistant supports civil servants, one virtual assistant helps detect conflicts in legal documents, and one virtual assistant supports people with the judicial system.
Digital transformation awareness training for leaders
Minister Nguyen Manh Hung especially emphasized the role of leaders at all levels in the process of implementing digital transformation. If leaders do not directly participate, do not directly do, do not directly use, it will be difficult to succeed because leaders must change some regulations to change the way of doing things in the organization.

Only when the leader uses the product will he know if it is good or not, and will he set requirements for the technology company to perfect the product. If the leader uses it, the whole ministry and the whole industry will follow suit. That is the role of the leader as an example.
The Minister also proposed that the Ministry of Construction should plan a digital transformation awareness training program for leaders, especially Department Heads, Division Heads, and Department Directors. At the same time, there should be a comprehensive plan at the ministerial level, in which the Minister assigns specific digital transformation tasks to each unit so that digital transformation is carried out synchronously across the entire construction industry.
The Minister emphasized the importance of piloting before expanding and popularizing when implementing digital transformation. Pilot first, do it thoroughly, do it until successful, then model and replicate it across the entire industry. Digital transformation is only effective when done 100% across the entire industry. However, the difficulty is that there is not enough experience, not enough resources to do it all at once. Therefore, it is necessary to take a project, a commune, a district as a pilot, do it thoroughly, then replicate it when successful.
To do digital transformation, we must use digital platforms, instead of software. We need to clarify what the central government does and what the local government does.

In particular, the Minister emphasized that new things, especially those related to technology, that have never been done before, if they want to be brought to localities and lower levels, detailed instructions and hand-holding are required. Only in this way can digital transformation go deep down, be universal and comprehensive.
Find a successful formula to replicate
To successfully transform digitally, it is necessary to find a successful formula to replicate. The Minister of Information and Communications gave an example: the formula for digital transformation in Vietnam is Digital Government + Digital Economy + Digital Society. Digital transformation for the entire population uses the formula "going to every alley, knocking on every door, checking every subject". When deploying the national database on population, the Ministry of Public Security builds and develops data according to the formula "correct, sufficient, clean, alive". The formula must be concise and true to nature to reach the local level.
One of the challenges in the digital transformation process that ministries, branches and localities face is the lack of human resources for digital transformation. To solve this problem, the Minister said that Vietnam has many excellent information technology enterprises with enough capacity to help ministries and branches successfully carry out digital transformation. The main task of state agencies is to provide information and knowledge, digital technology enterprises have enough resources to produce good, quality products, helping state agencies effectively implement the digital transformation process.
Regarding investment in digital transformation, ministries and branches are state management agencies in that field nationwide, so spending on digital transformation should account for about 20-30% of the ministry's budget. To evaluate the effectiveness of investments in digital transformation, the value created from a project must be greater than the cost. Australia's experience is: If the value created is double the cost, it should be done.
