It can be said that Senior Lieutenant General Nguyen Chi Vinh is a strategist on national defense and the cause of protecting the country in the new era. He is an excellent diplomat who has implemented the Party and the army's policies in increasingly deep international integration.
He always adhered to the view that protecting the Fatherland is not only limited to protecting territorial sovereignty, but must be expanded to protecting a peaceful and stable environment for the country to develop, and to protect the Party and the people.
Senior Lieutenant General Nguyen Chi Vinh |
1. The specific initiatives and actions that Senior Lieutenant General Nguyen Chi Vinh deployed on the foreign affairs front left many marks during his time as Deputy Minister of National Defense, in charge of foreign affairs. In particular, he left a great mark in transforming strategic thinking, reaching out to international friends, bringing the Vietnam People's Army abroad to participate in multilateral activities in multilateral mechanisms and one of the most clearly visible results is the Vietnam Peacekeeping Force.
Vietnam officially began participating in UN peacekeeping operations in 2014, quite late compared to many other countries in the region. However, up to now, international friends have highly appreciated and admired Vietnam's achievements in peacekeeping operations. Senior Lieutenant General Nguyen Chi Vinh was the one who selected the first officers; oriented the research and directly directed the activities and helped the Vietnamese peacekeeping force have many generations participating. Up to now, the Vietnam Peacekeeping Department has matured, ready to meet the increasingly greater requirements of the United Nations.
Since holding the position of General Director of the General Department of Defense Intelligence, Senior Lieutenant General Nguyen Chi Vinh has begun to propose the policy of studying the military with international organizations in multilateral activities, especially the United Nations. According to him, protecting the Fatherland in the new period does not stop at the scope of territory, territorial waters, airspace... but has become more proactive and offensive; when we send troops to take care of humanity, serve larger goals, the millennium goals of the United Nations; we gain trust and demonstrate to the world through concrete actions of the peaceful, peace-loving Vietnamese people.
Senior Lieutenant General Nguyen Chi Vinh said that deep integration must be built on prestige. In particular, we must clearly perceive peace to protect the country, in the face of ups and downs and challenges of the world. Even among the subjects, we must try to promote partnerships so that we can maintain a peaceful environment for the country and the people. He clearly identified peacekeeping activities as a special combat activity, with enormous political influence, and enormous influence on defense diplomacy. Therefore, he always reminded us to select good officers and soldiers to participate in this field. They must be people with qualities, abilities, foreign language proficiency, knowledge of defense diplomacy, and at the same time must always uphold the cultural values of a Vietnamese people who always love peace...

2. Since then, for more than 9 years, the GNHB activities have left many strong impressions. Wherever the Vietnamese GNHB force has gone, it has created a fresh image, creating trust and love from the local people. For example, in Abyei, many units have been there but were unsuccessful for many reasons such as not respecting the local people, not being close to the people... leaving many bad rumors about the UN GNHB soldiers. However, when the Vietnamese engineering team arrived, not only did it eliminate discrimination but it also became close to and received support and trust from the people. The Vietnamese engineering force built roads, built classrooms... contributing to bringing the light of knowledge to the local people.
Not only making strategic decisions, Senior Lieutenant General Nguyen Chi Vinh's meticulousness and thoroughness are also shown in every seemingly small action. Specifically, at the time when Vietnam was preparing to deploy the first Level 2 Field Hospital No. 1. When purchasing equipment to bring away, Senior Lieutenant General Nguyen Chi Vinh clearly requested that when withdrawing to another country, never leave any consequences that the other country will have to bear and overcome later; when purchasing equipment and supplies to use there, they must be environmentally friendly such as coconut shells, bamboo chopsticks, etc., avoiding plastic items and materials that leave difficult-to-resolve environmental consequences.
Later, when the Australian Prime Minister visited the Military Medical Academy, when the Vietnamese peacekeeping force was training 70 military officers and soldiers of the Level 2 Field Hospital; hearing the report on the preparation of equipment and supplies in an environmentally friendly manner, he considered this a very good initiative. This is also one of the millennium goals that the United Nations has set for the environment. Along with promoting peacekeeping activities, participating in the protection of the Fatherland in the future, protecting the Fatherland early, from afar even in peacetime; Senior Lieutenant General Nguyen Chi Vinh is very knowledgeable about the great goals, the millennium goals that the United Nations pursues.
3. Throughout his life, Senior Lieutenant General Nguyen Chi Vinh has always been concerned and sought to innovate thinking about protecting the Fatherland. He always emphasized that when the army is always ready, the country will not be harmed. Being ready to fight is for the people to live in peace, in a peaceful and developed society. Maintaining peace for the Fatherland is the most important thing, something to strive for, something to achieve. Striving to build a richer, more beautiful country... but must not forget the basic elements, the core values of a nation that must be maintained at all costs, which are territorial integrity, national independence and peace!
