Ms. Khuyen has participated in social insurance since March 2015. Ms. Khuyen heard that according to the amended Law on Social Insurance, people who participate in social insurance from July 1, 2025, after stopping participating in social insurance for 1 year and not continuing to participate in social insurance, cannot withdraw social insurance at once, so she is worried.
"If I participate in social insurance until 2030 and then quit my job, can I withdraw social insurance at once for the entire period of social insurance payment from March 2015 to 2030 or only for the period of social insurance payment from March 2015 to July 1, 2025?", Ms. Khuyen asked.

Vietnam Social Security said: "On June 29, 2024, at the 7th session, the 15th National Assembly passed the Law on Social Insurance (amended) effective from July 1, 2025 with many important amendments, including regulations on receiving one-time social insurance benefits".
Specifically, for employees who have paid social insurance before the effective date of the Social Insurance Law (amended), after 12 months, are not subject to compulsory social insurance, do not participate in voluntary social insurance and have paid social insurance for less than 20 years, if they have a need, they can receive a one-time social insurance payment.
Thus, in the case of Ms. Khuyen participating in social insurance from March 2015 to 2030 (less than 20 years) and after 12 months not being subject to compulsory social insurance, not participating in voluntary social insurance, if she needs to receive one-time social insurance, she will be resolved with one-time social insurance for the total time of social insurance payment mentioned above.
Ms. Huong, a worker in Dong Nai, also intends to withdraw her social insurance at one time. She has paid social insurance for 19 years and 3 months and is not yet old enough to retire.
Ms. Huong asked: "According to the new regulations, can I withdraw my social insurance at one time? I have not quit my job yet. If I want to withdraw my social insurance at one time, I must quit my job before July 1, 2024 to meet the conditions of not participating in social insurance for 12 months before July 1, 2025, right?"
According to Vietnam Social Security, in case Ms. Huong stops paying compulsory social insurance, after 12 months of not being subject to compulsory social insurance, not participating in voluntary social insurance and not having paid social insurance for 20 years, if she has a need, she can receive social insurance one time, without being bound by the time limit of July 1, 2025 as she worried.
However, Vietnam Social Security recommends: "You have paid social insurance for 19 years and 3 months. To ensure your long-term social security benefits, you should consider continuing to participate in social insurance instead of receiving a one-time social insurance payment to qualify for a pension. Then, in addition to receiving a pension, you will also enjoy many better benefits for yourself when you reach retirement age, including health insurance."
