From 2022 to present, Lao Cai city has deployed the construction of a series of models of "Fire prevention and fighting safety inter-family groups" and "Public fire fighting points" in communes and wards. The models have shown the initiative in fire prevention and fighting, promoting efficiency, and improving fire prevention and fighting capacity of each citizen, family and residential area.
Recently, in residential group 5, Binh Minh ward, an electrical short circuit occurred, causing a fire in some equipment on an electric pole in a residential area. With the basic knowledge and skills equipped through training sessions, as soon as the fire was discovered, people in the neighborhood quickly used available equipment to handle and control the fire, preventing it from spreading, helping to minimize property damage as well as not endangering people's lives and health.
Previously, Binh Minh ward built a model of "Fire prevention and fighting safety inter-family group" in residential group No. 5 with 15 participating households and 2 models of "Public fire fighting points" in residential groups No. 9 and 17. In addition to being equipped with fire fighting, rescue and salvage equipment, households were also instructed by functional forces and disseminated basic knowledge about fire prevention and fighting, causes, risks of fire and explosion and initial handling methods.
The above example is evidence of the effectiveness of the models of "Fire prevention and fighting safety inter-family groups" and "Public fire fighting points" that residential areas in Lao Cai city have been implementing. Implementing Plan No. 181 dated June 30, 2022 of Lao Cai City People's Committee on implementing the construction of "Model of residential areas, residential groups, houses, houses combined with production and business to ensure fire prevention and fighting safety", each commune and ward in the city has selected and built 1 model. By January 2023, communes and wards will replicate the model with the goal of 5-15 adjacent households building the model of "Fire prevention and fighting safety inter-family groups"; residential areas with small alleys of 50 m or more, where fire trucks cannot enter or exit, will build a model of "Public fire fighting points". Up to now, the city has built 76 models of "Fire prevention and fighting inter-family groups" and 38 models of "Public fire fighting points".
Each household participating in the model spends money to install fire alarms, fire extinguishers, and rudimentary rescue and first aid tools. For public fire stations, residential areas also purchase and equip necessary firefighting, first aid, and rescue equipment, which are placed in residential cultural houses or in central, easily accessible locations. When the models are launched, the functional forces of the City Police are trained and instructed in basic skills in rescue, first aid, and fire and explosion handling.
Lieutenant Colonel Hoang Van Son, Captain of the Fire Prevention, Fire Fighting and Rescue Police Team, Lao Cai City Police, said: After 1 year of implementation, the model of residential areas, residential groups, houses, houses combined with production and business to ensure fire prevention and fighting safety has been effective. In fact, many models have prevented and controlled small, simple fires, not allowing them to spread, minimizing damage to people and property. For large, complicated fires, the construction of the model also contributes to implementing the "5-minute golden hour" rule in fire fighting, rescue and relief (approaching and implementing fire fighting, rescue and relief measures are most effective in the first 5 minutes after a fire breaks out). The model also raises awareness and proactiveness in fire prevention and fighting right from the grassroots, from each household and individual, especially in using electricity and devices that can easily cause fire and explosion properly, safely and economically.
Currently, about 80% of houses in the city have a second escape route. Continuing to proactively prevent and fight fires right from the grassroots level, Lao Cai city is strengthening propaganda and mobilization so that by December 31, 2023, 100% of houses in the area will have a second escape route built and opened; 100% of households will be equipped with at least 1 fire extinguisher and have rudimentary demolition tools; 100% of households will have at least 1 member participating in training and guidance on fire prevention and fighting.
